SUMMARY:
Counterpart International is seeking a Grants & Finance Senior Officer for the Civil Society Innovation Initiative (CSII), a strategic initiative supported by multiple donors, including USAID. This is a full-time position. The global donor and implementation team for the initiative is decentralized, operating from at least five countries.
CSII’s primary objective is to serve as a demand-driven technical and resource lab for six regional civil society hubs, currently being planned, with an anticipated launch throughout 2016. In addition, the initiative will establish and operationalize the global infrastructure for the CSII Hubs network, including its convening, communications, learning, innovation, and impact scaling architecture and resources, in collaboration with and as envisioned by the six regional hubs.
The initiative, which has reached the incubation phase through a yearlong, global co-creation/design process, operates based on a human-centered design and social innovation methodologies. As such, the nature of the work adheres to similar principles. The core team will work in a highly collaborative, fast-paced, and iterative manner, within a flat management structure.
Under the direction of the project Director and in coordination with Counterpart project and home office staff, the Grants & Finance Senior Officer will be responsible for all contractual, grant, financial, procurement, and administrative oversight of the project. This may include issuing and overseeing grants and subgrants, preparing financial reports and documents, and developing compliance and administrative policies. Candidates must have a bachelor’s degree and 7+ years of experience with a government-funded international development program, or an equivalent combination of education and experience. Preference will be given to candidates who exhibit experience and interest with both programs and operations.
DUTIES AND RESPONSIBILITIES:
Through close collaboration with the Director, the Grants & Finance Senior Officer will:
• Oversee the full lifecycle of the grant-making and contracting process- from development, to implementation, monitoring and evaluation, and closeout- and ensure that subgrants and contracts meet program objectives and design. This includes drafting sub-award agreements and contracts in coordination with project staff, negotiating with grantees, contractors, and consultants, and reviewing reporting, deliverables, and payment requests. This also includes assisting with the preparation of RFAs, including review of selection paperwork and packages as well as cost evaluations.
• Ensure procurement packages and paperwork are reviewed for compliance, completeness, and overall adherence to programmatic objectives and are fully-reviewed and vetted for submission to HQ for review and approval. This includes ensuring that all donor rules and regulations for grants, contracts, finance, and administrative procedures are followed.
• Institutionalizing grants management best practices within the program.
• Supervise project finances to ensure efficient and effective operations including creating and monitoring budgets, preparing periodic budget projections, briefing project staff and management, and preparing financial reports for internal and donor audiences.
• Manage and oversee internal controls, cash distribution systems and accounting for cash disbursements, bank operations, and external audits.
• Oversee all financial transactions and recording.
• Oversee operations and contribute to programming.
• Possible travel to monitor grants and awards and provide support to subgrantees.
• Other duties as assigned.
Requirements • Candidates must have a bachelor’s degree and 7+ years of experience with a government-funded international development program, or an equivalent combination of education and experience. Preference will be given to candidates who exhibit experience and interest with both programs and operations.
• Experience performing finance and grants assistance for a USAID-funded program.
• Familiarity and/or working knowledge of OMB regulations, cost principles, and audit requirements
• Solid computer skills in Microsoft Word, Microsoft Excel, and QuickBooks software required.
