United States of America: Proposal Officer


The Proposal Officer works with the New Program Development team together with Jhpiego’s technical and program staff in Baltimore and in field offices to pursue funding from foundations, corporations, and other sources to support Jhpiego’s work. The Officer supports well-organized, cogent and timely responses to relevant funding opportunities. The Officer will participate in many aspects of donor relations and stewardship, including: doing initial prospect research; supporting qualification of opportunities; proposal development; and supporting successful transition of new programs to program colleagues.


The Officer must be an excellent communicator. He/She will communicate with internal stakeholders about the pursuit of new business opportunities, and foundation and corporate-funded opportunities in particular. The Officer will be responsible for documenting, tracking and reporting on his or her activities; familiarity with customer relationship management (CRM) software is a plus


•Identify and track potential foundation and private sector-funded opportunities that are consistent with Jhpiego’s competencies •Maintain accurate and updated information in database and electronic libraries •Serve as team member on multiple proposals, supporting any aspect required •Coordinate effective proposal management, including creating of proposal calendars for review, supporting internal review processes, synthesizing proposal inputs, preparing for final submission and effectively transitioning awarded projects for implementation. •Draft non-technical proposal content, and ensure non-technical proposal content responds to donor needs and interests •Gather feedback from internal stakeholders about proposal preparation process. Capture best practices and lessons learned to inform future proposals •Support staff training programs to ensure that Jhpiego’s New Program Development efforts are streamlined and efficient •Support development and implementation of guidance, tools and processes to constantly improve the effectiveness of Jhpiego’s New Program Development unit. •Draft, route and track contractual documents •As member of New Program Development team, participate on departmental teams and special initiatives.


•BA with 3+ years of USG, foundation and/or proposal development and/or project management or support experience in international development environment •Excellent oral, written and presentation skills in English •Adept at remaining organized, even when working on multiple and concurrent proposal opportunities •Sensitive to working with diverse groups, particularly in a developing country environment •Proficient in MS Office and able to conduct thorough online research •Ability to work in complex environment with multiple tasks, short deadlines and intense pressure to perform •Strong interpersonal and analytical skills, with a focus on results •Ability to speak at least one language other than English. French language skills a plus. •Knowledge of foundations and/or corporations active in supporting global public health, and understanding of global health priorities and development approaches •Advanced degree in public health, international development or related field •Experience pursuing foundation or corporate partners for international public health work •Knowledge of international and US donor agencies that support global public health
