United States of America: Sr. Development Officer, Foundations


The Sr. Development Officer is responsible for his/her own funder portfolio focused primarily on private and institutional foundations, managing all stages of fund development, including assessment and qualification, cultivation, solicitation, and stewardship with the expectation of raising or exceeding a personal fundraising goal each fiscal year. The Sr. Development Officer directly contributes to the Development Department in reaching the departmental financial targets.


The position is a core member of Project Concern International’s (PCI) resource development team and must demonstrate experience in developing proposals with a focus on private, foundation donors, as well as leading large proposal teams to develop winning proposals S/he will report to the Director of Foundation and Institutional Relations and will work closely with the Senior Director of Development and the Director of Global Partnerships, other fundraising officers, as well as technical officers and country program staff within the organization.


**This position can be located at the San Diego, CA or Washington, DC Office


Key Duties and Responsibilities (Other duties may be assigned.)


  • Develops and delivers a comprehensive annual foundation fundraising strategy for his/her portfolio

  • Fundraises for programmatic and unrestricted revenue opportunities primarily through grant and RFA/RFP-driven opportunities;

  • Collaborates with the Technical Program Teams, specifically the Snr. Vice President of Programs, and the Directors of Health, Food, Nutrition & Livelihoods Security, and Humanitarian Assistance and Resilience, to articulate programmatic vision and design in support of PCI’s mission and in support of achieving the 2020 PCI Strategic Plan;

  • Leads the writing, editing and submission of letters of inquiry, proposals, and donor stewardship reports and updates;

  • Performs prospect research to evaluate prospects for restricted and unrestricted support and ultimately to grow portfolio;

  • Develops strong relationships with foundation funders through supporting their philanthropy strategy and delivering our mission through personal contact, communication outreach, presentations, community booths, special events, and other engagement opportunities;

  • Also collaborates with the Measurement and Evaluation team; and the Finance and Program Operations Departments to lead the compilation and final polishing of information required for applications, including project and program budgets;

  • Maintains accurate donor and submission records with weekly reporting via Sales Force;

  • Meets regularly with program staff and reviews reports to gather information and ensure understanding of projects or programs for which funding is sought; and,

  • Manages and executes the process of compiling, writing and submitting progress reports to grant-making organizations that have funded a project or program.

  • In addition to managing his/her own portfolio, the Officer writes proposals and reports at the direction of the Director of Foundation and Institutional Relations and provides specialized support to other fundraisers in by developing and sharing language for proposals and reports.

  • The Officer also needs to be available to attend meetings, trainings, conferences, and special events as necessary.

Required Qualifications/Education


  • A Bachelor’s Degree with a minimum of five years in development or related field preferably working with an international development, non-profit organization, and a minimum of 3 years of demonstrated achievement in donor relationship cultivation and development of successful funding proposals.

  • Demonstrated ability to be entrepreneurial in handling multiple tasks and projects, and meeting established goals, often under strict time constraints.

  • Strong interpersonal skills, and ability to work well independently and as part of a team.


  • Excellent oral and written communication skills.




  • Excellent research skills and demonstrated ability to identify and apply creative solutions to drive the development of proposals and other assigned tasks to successful, on-time completion.




  • Ability to research ideas within PCI and compose clear, structured, articulate, and persuasive proposals.




  • Excellent interpersonal skills and the ability to work within a matrixed organization.




  • Strong attention to detail and ability to prioritize assignments in a fast-paced environment.




  • Exemplary time management and multi-tasking skills necessary to meet deadlines and coordinate multiple projects.

  • Ability to work with a diverse constituency of donors representing the corporate and foundation community throughout the San Diego region and beyond.

  • Ability to work independently as well as in partnership with staff and volunteers.

  • Ability to travel throughout region approximately 30-40% of the time.

  • Good working knowledge of grant budget development and grants management principles.

  • National non-profit experience a plus.

  • Spanish language skills preferred, French language a plus.

  • A genuine interest in advancing the mission of PCI.

  • Mastery of computer software, applications and functionality including Microsoft Word, Excel, PowerPoint, email and Internet. Experience with Salesforce a plus.
