United States of America: Evaluator - Teen Pregnancy Prevention


The New Jersey-based Center for Human Services seeks an Evaluator with the capacity to conduct an objective, comprehensive evaluation of its teen pregnancy prevention project. S/he will develop a plan for the program performance evaluation that will contribute to continuous quality improvement.


The New Jersey-based Center for Human Services (CHS) office operates under the URC-CHS US-based Health, Education, and Training Programs division. CHS began serving the people of Cumberland County, NJ in 1988 and continues to do so by working with communities to meet today’s challenges and take advantage of tomorrow’s opportunities by improving access to education, health, and social services for those most in need.


Job Responsibilities:


  • Documenting project activities and results.

  • Monitoring ongoing processes and progress towards attaining the project goal and objectives.

  • Providing periodic feedback, support periodic assessment of program progress, and provide sound basis for program adjustments.

  • Collecting, managing, and analyzing project data, to include the performance measures identified by the funder.

  • Ensuring that informed assent and consent is secured prior to collecting data from program participants, and ensuring that all data is properly safeguarded.

  • Training staff on data collection protocols.

  • Developing data collection tools and consent and assent forms.

  • Measuring progress toward achieving project objectives, customer satisfaction, effectiveness of program services and project strategies, the efficiency of the implementation process, and the impact of the project.

  • Evaluating the extent to which target audiences receive project information and use it as intended.

  • Work with the Project Director and the CHS Institutional Review Board (IRB) on reviews and approvals for program/intervention design, as well as proposed research instruments, if needed.

  • Perform routine audits to ensure quality and completeness of the data submitted. Identifies missing data and works with data coordinator to correct deficiencies.

  • Participate in peer-to-peer sharing of implementation activities. This includes, but is not limited to:
    • Participating in 3-day grantee conference held in the Washington, DC area and possibly participate in topical training sessions offered in each year of the grant.

    • Leading the development of articles on intervention results and presenting at grantee meetings, as needed.


  • Participate in grantee orientation webinar.

Job Requirements:


  • A graduate degree in public health, education, statistics, evaluation or related fields and have demonstrated knowledge and expertise in conducting real world health services research and evaluation.

  • Familiarity and experience with both quantitative and qualitative research measures (highly preferred)

  • Experience with program monitoring and evaluation, indicator development, and results reporting.

  • Familiarity with teen pregnancy prevention interventions, a plus.

  • Experience applying sound methods for addressing culture, gender, conflict, or other cross-cutting concerns that need to be integrated into monitoring and evaluation plans and their implementation.

  • Superior writing ability, including evidence of an ability to structure evaluation reports in a way that logically and transparently identifies empirical findings, conclusions and recommendations in relation to evaluation questions.

  • Record of being a team player with outstanding writing, presentation and interpersonal skills. Strong knowledge of Web site applications, Microsoft Office, and data analysis software (e.g., NVivo, SPSS, etc.).

  • Willingness and ability to travel and be available for conference calls as specified in the work statement

  • English fluency (required); fluency in Spanish language (a plus)
