PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps’ ambitious strategy to bring transformational change to the world’s most complex crises requires the organization to take significant risks to deliver quality programs while ensuring the safety of our team and beneficiaries, and also mitigating risks to the organization globally. To take the kind of risks necessary to be successful in these types of environments, let alone to be transformational, Mercy Corps must have robust a supply chain & procurement model that is trusted, reliable and fit for purpose. The goal of the procurement improvement project is to rebuild Mercy Corps’ procurement model – with accompanying policies, procedures, system and support structure – by June 2019. Global procurement functions are currently managed by the Procurement, Administration and Logistics Management (PALM) department ensuring Mercy Corps receives Value for Money through efficient processes and fraud prevention, and largely represents Mercy Corps’ current supply chain & procurement model.
GENERAL POSITION SUMMARY:
Mercy Corps is seeking a Senior Project Manager (SPM) to organize and guide the launch and initial implementation of the first stage of the procurement improvement project. While the goal of the project focuses primarily on global procurement, there is currently a close intersection between Mercy Corps’ procurement and supply chain functions, which will require further delineation as the project scope becomes more defined. The SPM will coordinate various on-going procurement improvement activities and help guide them toward a unified procurement strategy. Additional activities include developing a scope, schedule, budget project implementation plan for future stage(s) of the procurement improvement project. This is expected to be a nine to twelve (9-12) month assignment. This first stage of the project includes: establishing and deploying revised procurement policies and procedures to the global Mercy Corps team; completion and documentation of the Value Stream Mapping and Comparative Analysis; envisioning and gathering requirements for Mercy Corps’ future state procurement model, with clear delineation of other global supply chain functions; and project planning services for subsequent project stage(s) to improve Mercy Corps’ global procurement processes, systems, and support structures. Future project stage(s) will focus on: identifying and implementing the policies, procedures, processes and structure required to support the new procurement model; identifying the information technology and systems (IT and IS) infrastructure needed to support Mercy Corps’ new procurement model, including request for information, solution evaluation and selection; piloting the new model and system; and deploying the new model and system.
ESSENTIAL JOB FUNCTIONS:
Communication and Coordination
- Meet regularly with internal stakeholders.
- Launch the project, including but not limited to assembling the Project Board, organizing a core working group of Subject Matter Experts, identifying key field staff, and initiating ongoing engagement with these stakeholders.
- Develop and receive approval on a project communication management plan incorporating input from stakeholders and utilizing Mercy Corps’ existing communication tools and others as deemed appropriate by the project board and executive project sponsor.
- Coordinate with staff performing procurement manual revisions, policy & procedure rollout, value stream mapping, comparative analysis, procurement modeling exercise and any other relevant activities. Ensure clear lines of management, communication, and process.
- Collaborate with other enterprise level initiatives to identify interdependencies, develop coordination tools and plan change management to ensure successful implementation and adoption.
Documentation
- Create a complete project file structure with appropriate document security management
- Document and maintain a repository of project documents and artifacts including those related to learning and data
- Perform and document a project risk analysis and risk avoidance/mitigation strategy that incorporates input from project stakeholders
- Estimate and document future procurement project stage(s), preparing necessary project management documents, including scope, schedule, and budget that will allow for competitive application process to initiate the next stage of the project.
Schedule Management
- Develop project schedule and other project documents.
- Monitor project progress by comparing to a baseline project schedule at regular intervals. Regularly report the project status to the project board and other key stakeholders.
Project Management and Vision
- Project Manage the procurement modeling process and facilitate the modeling exercise with a clearly defined output that will inform the next stage of the procurement improvement project.
- Introduce processes and manage the project with a focus on change management, guiding the direction and transition of the procurement improvement project for successful global adoption and transition.
- Additions and/or revisions may be made to the PM responsibilities as other key activities are identified during the course of the procurement improvement project.
SUPERVISORY RESPONSIBILITY: Project planning and scoping discussion with line manager will determine supervisory responsibilities for project activities.
ACCOUNTABILITY:
REPORTS DIRECTLY TO: Senior Director of Operations and Project Board.
WORKS DIRECTLY WITH: Project Board, PALM team, Finance and Compliance Support Unit, International Finance, field-based Operations team, Business Applications Manager, Internal Communications Manager, team performing Value Stream Mapping and Comparative Analysis, additional Subject Matter Experts (SME) and others.
KNOWLEDGE AND EXPERIENCE:
- PMP, PRINCE2 or related project management certification required
- Certified Change Management professional preferred
- Experience directly managing a complex projects and/or portfolio of projects (program)
- Proven experience with distributed business systems design and implementation
- Experience implementing enterprise level process improvements for organizations with 1,000-10,000 employees with a global remit.
- Experience with global supply chain and/or procurement models and systems preferred.
- Informed of relevant information systems and information technology.
- Minimum of 8-10 years of direct program and project management experience
- Strong verbal and written communication skills.
- Excellent interpersonal skills.
SUCCESS FACTORS:
A successful candidate will have the ability to understand quickly the business issues and data challenges of the organization and to develop realistic plans with an awareness of time and resource constraints, prioritizing and managing work to meet critical project deadlines. S/he should be able to work independently and collaboratively with multidisciplinary teams using outstanding verbal and written communication skills. Communicating a business case and building consensus is critical, as well as effectively presenting technical information using ordinary, non-technical language. Strong organizational skills and an eye for detail should enable a successful candidate to put ideas into a tangible form. The candidate should also be able to identify how changes will impact current processes and propose options for managing that change in a cost-effective manner.
LIVING /ENVIRONMENTAL CONDITIONS:
The position will be based in the Mercy Corps global headquarters office in Portland, OR and requires up to 10% travel including travel to some locations that may be insecure or austere. Mercy Corps team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
