DESCRIPTION:
Lead a wide variety of professional level budget analysis and development duties involving the preparation, administration, maintenance, review and control of the Office of the CIO’s (OCIO) budget. Supervise Junior Analysts in the maintenance of financial records and documents and preparation of financial reports; provide consultative services to OCIO leadership and Program Managers, as needed.
SKILLS:
B.S. degree and at least 7 years of experience in IT budget formulation and execution; including or 3 more years in a supervisory role
• Knowledge of principles and practices of governmental budget preparation and control
• Ability to perform budget analysis, preparation and monitoring;
• Develop various types of budget documents; analyze and resolve technical budget problems; research, analyze and make recommendations on administrative, management and procedural practices;
• Prepare logical, comprehensive, concise reports and correspondence, and presentations of conclusions and recommendations; be proactive in analysis of problems, causes and development of solutions;
• Establish and maintain effective and cooperative internal and external working relationships;
• Strong experience with Productivity Suites (Microsoft Excel, PowerPoint, Word);
• Prioritize work efficiently; prepare and analyze financial and statistical data.
DUTIES:
• General oversight of OCIO day-to-day financial management activities for the Investment Review Board (IRB), Working Capital Fund (WCF) and Operating Budgets; including budget tracking, procurement planning, and regular interface with Office of the CFO (OCF) personnel
• Interface daily with program team counterparts and Government leadership and PMs to resolve budget issues
• Develop and maintain the OCIO’s budget formulation cost model; train government Program and Project Managers on the tool and process, provide data and input for CPIC activities
• Act as a key contributor to the OCIO’s major IT investment; including developing 10-year lifecycle cost estimates and updates to supporting documentation, supervise the development of Independent Government Cost Estimates (IGCE) and acquisition plans for software and equipment purchases and renewals, and provide cost oversight/reviews for contracts (vendor reviews)
• Lead financial management process improvement activities; including process automation, and monthly and ad hoc reporting
