Organizational Capacity Development Consultant | ReliefWeb - 2015


Duration: 3 month period – flexible arrangement with some time in Kabul and some long distance mentoring


BACKGROUND:


The Organizational Capacity Development Consultant will work with Salam Watandar – a national radio service providing news, information and entertainment to a network of 59 locally owned and operated radio stations in 34 provinces in Afghanistan. Salam Watandar is an independent, non-governmental organization, registered in Afghanistan.


The consultant will conduct an organizational review to recommend changes to the organizational structure of the organization to ensure effectiveness and efficiency and future sustainability. He/she will revise and strengthen sound organizational procedures in HR, administration, finance, logistics including reviewing salary scales, job descriptions and performance management in accordance with Afghan laws. The position will be paid by Internews, but is seconded to our radio network partner nonprofit organization Salam Watandar. The position will report to the Internews Country Director in Afghanistan, but will work in close cooperation with the board of Salam Watandar.


SCOPE OF WORK:


Organizational Structure


  • Review and make recommendations on organizational structure and roles and responsibilities.

Policies and procedures


  • Conduct a review of current of policies and procedures in HR, administration, procurement, and logistics and make necessary revisions to the current procedural manuals in accordance with Afghan laws;

  • In consultation with the Finance Director (or Finance Consultant), develop policies and procedures to safeguard the financial interests of the organization in accordance with Afghan laws;

  • Present findings and changes to organizational policies to the board;

  • Review staff job descriptions and create corresponding salary scales to ensure that Salam Watandar remains a competitive employer particularly in key skill areas such as business development. Present findings and recommendations to the board for approval;

  • Review and advise on staff performance management processes including recommendations to manage non-performance and reward performance;

  • Train the staff in the revised policies and procedures;

  • Review internal communications procedures including management meetings, project start-up meetings etc to ensure that staff are properly informed about the operations of the organization and their role and responsibility within it;

  • Identify mechanisms and management approaches to develop a more positive working environment within the organization.

Finance


  • In close coordination with Finance Director (or Finance Consultant), ensure proper finance procedures are in place and adhered to;

  • Carry out regular budget monitoring (budget vs expenditure) and advise relevant staff, on request, on all areas of attention on budget performance.

Support to Operations (HR, Administration, Logistics & Procurement)


  • In coordination with logistics staff, make sure that all procedures regarding to purchases, reports, and filing are properly followed;

  • Support the recruitment of a designated HR staff member and train them in proper HR management and procedures;

  • Work closely with HR and management to set up systems, procedures and an organizational culture for staff welfare, employment and performance;

  • Work closely with HR to onboard all staff in a smooth and organization manner;

  • Work closely with operations team to review inventory and control systems;

  • Support the external auditor to complete the audit efficiently and effectively.

Management of Grants and Contracts:


  • Work with the Business Development team to manage and track new proposals and contracts;

  • Support the management to ensure systems are in place to ensure quality reporting and tracking of M and E data for grants and contracts.

Support to the Board Development


  • Work with the board and Salam Watandar to develop stronger governance procedures for the organization.

Future Recommendations:


  • Prepare a final report outlining the achievements of the consultancy and clear recommendations for future OD support to Salam Watandar.

QUALIFICATIONS:


  • At least ten years’ experience in organization development management;

  • Proven ability to develop and implement organizational systems and to train local staff in their implementation;

  • Relevant academic background;

  • At least 5 years supervisory experience, training and mentoring of local staff;

  • Highly organized and systems-oriented;

  • NGO experience required;

  • Excellent diplomatic, interpersonal, and communication skills;

  • Demonstrated decision-making, problem-solving, and team-building ability.
