RESPONSIBILITIES AND DUTIES:
International Resources Group (IRG), a wholly owned subsidiary of Engility, seeks an experienced Chief of Party (COP) for an anticipated USAID-funded tourism development project in Timor-Leste. The goal of the project will be to assist the Government of Timor-Leste in developing a long-term tourism strategy.
The Chief of Party will provide overall technical, administrative, and financial management leadership of the project. He or she will prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of technical staff; liaise with the Engility-IRG home office, relevant USAID personnel, and project partners; and provide technical implementation expertise as necessary to project components.
This is a contingent position based on funding from the client.
MINIMUM TANGIBLE QUALIFICATIONS:
- Minimum of 5 years of Chief of Party (COP) experience in tourism development, institutional strengthening, or master planning
- Minimum of 10 years of experience managing large, complex, and multi-faceted donor-funded projects (experience doing so on USAID projects preferred)
- Experience developing and managing public-private partnerships, preferably in the tourism sector
- Experience in building institutional capacity to draft and implement policies that foster private investment
- Proven ability to develop a holistic vision for a project and then communicate this vision to his/her team for project implementation and success
- Ability to supervise and build the capacity of staff, and to coordinate activities with partners from a broad range of backgrounds and experiences in a high-visibility environment
- Proven team player, willing to work closely with and under the direction of USAID
- Master’s degree in relevant field preferred
- Strong interpersonal and intercultural communication skills
- Fluency in written and spoken English
PREFERRED QUALIFICATIONS:
- Experience in Timor-Leste, particularly in tourism development or institutional strengthening, preferred
- Experience in maritime Southeast Asia a plus
- Knowledge of Tetum or Portuguese highly desirable
