Project Summary:
MSI is currently seeking a Team Leader/ Evaluation Specialist to design and implement a final Performance Evaluation (PE) of the trade facilitation (TF) activities of the USAID/Vietnam Governance for Inclusive growth (GIG) Program. This evaluation will be undertaken through USAID’s E3 Analytics and Evaluation Project, for which MSI is the lead implementer. The focus of the E3 Analytics and Evaluation Project is the design and implementation of rigorous evaluations as well as analytic support for USAID project design efforts across E3 technical sectors.
The USAID GIG program is USAID’s primary activity for cooperation with the public and private sectors in Vietnam. Implemented by Chemonics International, the GIG program was awarded in December 2013 and has a period of performance of five years. The program aims to enhance areas of governance to facilitate broader-based growth, with an emphasis on the legal framework and systems for accountability. Partnering with prime counterpart, the Ministry of Justice (MOJ), GIG supports the mandates of six key counterparts: MOJ, Ministry of Industry and Trade (MOIT), National Assembly (NA), Ministry of Finance (MOF), State Audit Office of Vietnam (SAV), and Ministry of Planning and Investment (MPI).
The GIG program represents an investment in Vietnam’s future growth. GIG’s multi-year priority areas – which align with the GIG Results Framework and USAID’s technical priorities – govern all program activities. Working at the intersection of economic growth, governance, and inclusion, GIG works in three distinct but integrated technical areas, with a public outreach effort that works closely with the technical teams:
- Component 1: Improving legal and regulatory frameworks through a dynamic, inclusive policy-making process.
- Component 2: Improving accountability of public institutions. Component 3: Improving inclusion and equality for marginalized groups.
- Cross-Cutting: Improving public outreach and public policy reporting; grants to catalyze systemic engagement of CSOs in the reform process.
Position Summary:
The successful candidate will have experience designing and leading the implementation mixed methods evaluations of international development programs in a team leader capacity for USAID or donor agencies, ideally with extensive experience in Vietnam and/ or in South East Asia.
The performance evaluation activities are expected to begin in March/ early April 2016 and conclude with the submission of the draft and final versions of the evaluation report August-September 2016. This position is home-based with some travel to Vietnam. In country data collection in Vietnam will likely occur during May/ June 2016.
- Lead the design and implementation of the performance evaluation of the trade facilitation activities implemented by the USAID/ Vietnam GIG program.
- Supervise other evaluation team members in carrying out the required design, research, analysis, and drafting inputs for the report.
- Ensure that evaluation processes and products meet the requirements and quality standards of MSI and USAID.
- Consult with the Project team, USAID staff, and other relevant stakeholders to align the evaluation design and data collection instruments with the research objectives and intended uses for the evaluation results of USAID, the Department of State, and other key stakeholders.
- Conduct desk research and provide inputs to inform the design documents and methodologies of the performance evaluation.
- Lead the drafting and finalization of the evaluation design documents including: data collection instruments, data collection and analysis plans, work plans, sampling plans, and other relevant sections of the design document.
- Carry out research and analysis based on the approved methodology for the evaluation.
- Supervise and participate data collection in Vietnam including several approaches to collect and analyze data that may include reviewing and analyzing secondary documents, surveys, focus group discussions, and/or conducting key informant interviews in person or by phone.
- Lead the drafting and finalization of the draft and final reports for the performance evaluation, including responding to comments from MSI project team and the client.
- Participate in presentations to USAID and other stakeholders regarding findings and recommendations from the review.
Qualifications:
- Must have a minimum of Master’s Degree in International Trade Law, Economics, or any other closely related field of study. Proven knowledge of applied economic analysis.
- Proven project management and leadership experience.
- At least 5 years’ experience in performance evaluation of donor funded projects in Vietnam or Southeast Asia.
- Sound knowledge of technical approaches for increasing trade facilitation and inclusive development; and improving governance and regulatory frameworks to support broad-based economic growth, particularly in Vietnam or Southeast Asia.
- Familiarity with the Trans Pacific partnership (TPP).
- Sound knowledge of USAID programs and an understanding of the USAID Evaluation Policy.
- Native or near-native fluency in English including speaking, writing, and reading.
- Proven experience in directing field research, including conducting KIIs, FGDs, and surveys.
- Excellent qualitative and quantitative data analysis and report writing skills.
