Background & Purpose
UNICEF is in the process of implementing its Gender Action Plan 2014-2017. The GAP elaborates the gender dimensions of the programmatic results across the seven outcome areas of the Strategic Plan along with the relevant indicators for measuring success. It also specifies the steps UNICEF is undertaking with regard to institutional effectiveness in implementing the programmatic work on gender, through commitment of resources and strengthening of staffing, capacity and systems. The Gender Section in the Programme Division serves as the Secretariat for the communication and implementation of the GAP.
As part of ensuring the effective implementation and roll-out of UNICEF’s organization-wide Gender Action Plan (GAP; 2014-2017) during the 2016 year when its implementation will be accelerated, the Gender Section is seeking a Project Management Consultant to facilitate and track progress on the key elements of this process. This Consultant will produce monthly progress reports on what implementation processes are progressing as planned versus what remains to be done overall for the GAP and its components, and maintain close contact with key stakeholders to monitor, track and report on progress.
Expected results: (measurable results)
A. Develop and roll out Operational Plan for Overall GAP Implementation:
a. Develop an overall matrix that outlines the operational plan for the GAP’s implementation across the organization
b. Develop rosters and mechanisms for regular interchange and sharing of materials that can feed into different components of the GAP implementation plan, which will include the following sub-tasks:
i. Determine and establish a roster of subgroups of the different stakeholders and actors involved in actively in implementing the GAP (e.g. leads on particular initiatives, reference groups, core gender team, extended gender team, non-gender stakeholders, etc.).
ii. Develop a system for maintaining and updating the rosters on a regular basis.
iii. Develop a system and modalities for communication and interchange across key subgroups on a regular basis.
c. Devise sub-project plans in collaboration with key stakeholders accountable for different aspects of the implementation, including HQ Divisions, Regional Offices, some country offices, and Programme Division sections. The plans should allow for adequate mapping of stakeholder roles for delivering on and tracking progress on all aspects of the GAP and will complement the overall operational matrix for the GAP implementation.
d. Liaise with key stakeholders on the above deliverables, and maintain weekly and monthly contact so as to monitor and track progress on GAP implementation
B. Provide coordination and support on the implementation of GAP communication and resource mobilization strategies and gender programmatic projects
a. Set up system for coordinating across the processes and steps underway to develop the GAP communication and resource mobilization strategies, as well as other key gender programmatic projects
b. Set up a mechanism for assessing and providing support required by staff and consultants working on the communication and resource mobilization strategies and key gender programmatic projects.
C. Provide coordination and support on the organization and follow up on GAP Steering Committee meetings, and other key stakeholder meetings
a. Take responsibility for organizing the Spring and Fall GAP PD Steering Committee meetings.
b. Take responsibility for organizing the Fall Executive Steering Committee meeting.
c. Record, vet, and distribute the materials and minutes for the steering committee and stakeholder meetings, and follow up on action items.
d. Organize the annual gender network meeting, ensure distribution of materials and minutes, and follow up on action items.
e. Organize, record and follow up on any other stakeholder meetings that are deemed necessary.

Key competences, technical background, and experience required Deadline
· Advanced university degree in social sciences, public policy, public administration, international development, business management, or in an area relevant to UNICEF’s work.
· Academic, programming and/or management credentials in gender are a strong asset.
· Minimum 8 years of progressively responsible professional experience and demonstrated track record of having undertaken and led organization and/or project planning, management, and monitoring at the mid-level.
· Strong project and operational management skills and ability to work across functional areas.
· Strong leadership, diplomatic, and negotiation skills along with the ability to deliver results.
· Ability to express ideas and concepts clearly and concisely in written and oral form.
· Proven skills in communication, strategic planning and systems thinking.
· High level of organization, follow-up and attention to detail.
· Excellent understanding of UN systems and international development issues. Familiarity with UNICEF processes and systems highly desirable.
· Demonstrated success managing multiple projects and competing priorities.
· Fluency in English required; knowledge of another UN language a plus.
