United States of America: Deputy Director - HAI


HAI is an independent 501c (3) non-profit organization that also functions as a center of the University of Washington’s (UW) Department of Global Health (DGH). Because of its 501c (3) status, funding comes directly to HAI from donors such as NIH, USAID, the Australian Government, CDC, the Doris Duke Charitable Foundation, and others. Substantial funds are routed through the UW resulting in HAI having both UW funded staff positions and those that are independent and internationally funded directly by HAI.


HAI is a mission driven organization with a social justice orientation. Our mission is to promote policies and support programs that strengthen government primary health care and foster social, economic, and health equity for all. Our vision is a just world that promotes health and well-being, including universal access to quality health care.


HAI staff are responsible for managing global field operations in 3 countries including Mozambique, Timor-Leste, and Cote d’Ivoire. Field operations are staffed by approximately 135 HAI staff working in these countries. As an independent non-profit organization, HAI operates its own in-house human resources department, accounting department, and grants and budget management staff all of whom work both with, and independently from the University of Washington system.


In 2010, HAI completed its biggest project in Mozambique worth $66 million. Since 2010 HAI has been working to maintain an approximately $12 million a year operation, with focus on developing a diverse portfolio of funders.


HAI has an outstanding opportunity for a full-time Deputy Director. The Deputy Director works closely with the Executive Director to provide strategic planning, development, and oversight for the entire organization. The position provides direction, oversight and development assistance to headquarters and international field offices related to establishing and implementing programs and organizational policies and procedures in support of the organization’s mission and vision.

Position Responsibilities:


Operations Management & Oversight



  • Monitors and supervises operations and administrative activities across the organization including human resources, finances, grants management and general administration.




  • Supervises the Director of HQ Operations to lead the development and implementation of strategic planning for administrative strengthening.




  • Oversees and supervises close collaboration between administrative/operational staff and program staff to meet organizational goals.




  • Oversees and supervises operational management of new projects, grants, and organizational obligations to ensure alignment with HAI’s organizational Mission and Vision.




  • Oversees and supervises adherence to HAI policies and procedures across the organization and designs processes for internal auditing and formal monitoring of HQ and field operations.



Organizational Development



  • Creates staffing models and organizational structures necessary to support organizational goals.




  • Creates programs to enhance the capacity of staff by identifying and managing training and development opportunities.




  • Identifies associations, alliances, meetings and workshops, and other resources for supporting and strengthening organizational intelligence and capacities. Examples include; APHA; memberships to Global Health Alliance; InsideNGO, CORE and others.




  • Provides support and helps coordinate Board of Directors development and functionality.




  • Continuously appraises and evaluates the results of the HAI operations and administration, and advises the Executive Director, Senior Staff, and Board of Directors of findings on a timely basis.




  • Stays abreast of legal, regulatory, policy and industry trends and emerging issues as they relate to the organization and resource constraints inherent in HAI’s working environment.




  • Assesses and implements new policies, procedures, systems or technologies as needed.



Strategic Planning & Policy



  • Together with the Executive Director, develops short-term and long-term plans in support of HAI’s mission and vision.




  • Together with the Executive Director, Coordinates collaboration with the Board of Directors in strategic planning and policy development.




  • Assists in developing and leading the implementation of the overall strategy for HAI organizational initiatives by: fostering innovation, identifying potential opportunities and challenges, identifying business requirements for new operations implementation.




  • Researches organizational needs both site specific and organization-wide to identify potential challenges and develop strategies for implementation.




  • Develops and maintains strong working relationships with key partners within a multi-disciplinary, multi-cultural environment. Specifically, maintains strong relationships with HAI donors and supporters, local Ministries of Health and the University of Washington, Department of Global Health and other UW partners. Attends DGH faculty meetings as requested.




  • Builds strong partnerships with peer organizations to provide input into setting the direction of the organization from both an operations and a programmatic perspective.



Program Development



  • Participates with program staff in identifying new project opportunities and supports grant and project proposal development.




  • Monitors development of new projects to ensure fidelity to HAI policies, procedures, mission and vision.



Lead Responsibilities:



  • Managing the headquarters teams as described below.




  • Leading and directing organizational initiatives.




  • Ensuring organizational strength and implementing appropriate procedures to build this area.




  • Overseeing HAI global programs and operations team as described below.


    Supervisory Responsibilities:


    Supervisory responsibilities include direct supervision over 7.75 FTEs including, two Country Program Directors in Seattle, one Director of Headquarters Operations (all three UW staff). Indirect responsibility includes 13.75 FTE staff located in the Seattle Headquarters office. Individual in this position has UW executive head status. Decisions ultimately impact approximately 157 HAI workforce.
