Operations Director, Arlington, VA
Position Summary:
The Operations Director (OD) is responsible for overseeing the timely and effective management and administration of a portfolio of projects in one of MSI’s core technical and/or geographic areas. The OD will report to the Vice President for Operations and have direct supervision over 5-10 project management teams implementing projects across the world. The OD will use independent judgment and require minimal guidance to deliver the high quality program management for which MSI is so well known. The Director is responsible for managing MSI’s risk exposure and suggesting solutions to minimize risk while ensuring effective implementation. This individual is a self-starter: bright, motivated and dynamic. This position is one of 3-4 Directors of Operations, each managing a pillar within MSI’s portfolio, and forming the operations leadership along with the Vice President for Operations and the Executive Vice President.
Responsibilities:
- Project Management
- Responsible for overall contractual and/or financial management of international projects in developing countries.
- Direct the work of and provide oversight and guidance to project management teams.
- Ensure the financial and reputational integrity of projects. Support project management teams to resolve complex implementation issues.
- Support responses to audits, and work with compliance team to ensure proper project execution.
- On Field projects: ensure compliance with host country laws, including labor policies, tax reporting and compliance.
- Liaise closely with technical staff to integrate project management and technical oversight in support of effective program delivery.
- Personnel
- Monitor staff performance, including performance reviews.
- Provide training and development opportunities and serve in mentoring role for direct reports.
- Manage the selection, hiring, and development of new project staff and project management team members.
- Reporting
- Review and provide oversight on reports and other correspondence on activities and transactions related to projects in his/her portfolio.
- Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required.
- Process Development
- Assist in development of procedures, policies, recordkeeping, and duties related to overall administration of projects, including procurement.
- Work with the Operations leadership to find process improvements and codify them as policy.
- Business Development
- Support operational elements of proposals, including the drafting and review of management sections.
- Collection of market intelligence and representation of the company with clients and within the development community.
- Other related duties as required.
Qualifications:
- Minimum of 10-15 years of experience in project management functions.
- Demonstrable experience in: USAID contracting and/or cooperative agreements, grants, USAID ADS, FAR, AIDAR and other USG international regulations.
- Knowledge of project management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring and management of the development projects.
- Field experience managing the implementation of development projects.
- Must be a self-starter, highly motivated with a can-do attitude requiring little supervision; works well in a team environment as well as independently. Ability to lead and participate in high-performing teams in a collaborative environment.
- Demonstrated experience leading and mentoring junior staff, developing internal training programs and eliciting loyalty and a strong work ethic among team members.
- Strong creative thinker with business applications and operations. Demonstrated skills in research, analysis, business processes, and creative problem solving.
- Master’s degree in a discipline related to business management or international development preferred.
Ability to:
- Share information and work in a highly collaborative environment.
- Manage and motivate teams. Supervise and train assigned staff.
- Coordinate and supervise complex international development projects.
- Accurately analyze situations and problems relating to complex projects, identify alternative solutions, project consequences of proposed actions, and implement an effective course of action in accordance with general policy and pertinent regulations.
- Oversee multiple projects – retain information and present on demand on the status of multiple issues across up to 20 active projects.
- Read and interpret highly complex written material such as technical reports, contracts, and federal regulations.
- Travel to program locations, including conflict zones, if necessary. Travel typically up to 25% of the time.
