Overview:
The Senior e/mHealth Advisor will provide technical leadership to support the integration of effective e- and mhealth solutions to help improve RMNCH program outcomes in the Maternal and Child Survival Program (MCSP) supported countries. The Senior e/mHealth Advisor will also work closely with mPowering Frontline Health Workers (a USAID funded PPP housed within MCSP) and be the point of contact for USAID’s mHealth Advisor once this person is in post. The Senior e/mHealth Advisor will be hired under MCSP, funded by USAID. The position will be based in Washington DC.
Background:
As USAID’s flagship program for Ending Preventable Child and Maternal Deaths, the five-year Maternal and Child Survival Program works to accelerate reductions in maternal, newborn and child mortality. The program objectives are:
Support countries to increase coverage and utilization of evidence-based, high-quality reproductive, maternal, newborn and child health (RMNCH) interventions at the household, community and health facility levels;
Close innovation gaps to improve health outcomes among high-burden and vulnerable populations through engagement with a broad range of partners; and
Foster effective policy, program learning and accountability for improved RMNCH outcomes across the continuum of care.
Responsibilities:
- Lead development of MCSP’s e/mHealth strategy and implementation approach, working closely with USAID, mPowering, and MCSP teams in both DC and in the priority countries.
- Identify opportunities to leverage e/mhealth to help MCSP interventions to improve health outcomes in MCSP country programs, and promote scale-up of existing proven e/mHealth interventions in those countries.
- Provide technical assistance to field programs that have included e/mHealth activities in their workplan, and identify opportunities to integrate e/mHealth in new field programs.
- Provide technical assistance to Ministries of Health in MCSP countries, with e/mhealth activities, and in capacity building and institutionalization of appropriate e/mhealth initiatives within the local health system.
- Support the implementation of quality standards for e/mHealth activities, including promoting the Principles for Digital Development, related to MCSP technical areas.
- Work in conjunction with mPowering Frontline Health Workers to develop guidance for adapting existing and new training content developed by MCSP for mobile platforms.
- Identify and support areas of collaboration between mPowering and MCSP field programs, including promoting the mPowering ORB platform across MCSP.
- Responsible for articulating and communicating MCSP’s current and potential work in e/mHealth.
- Document and disseminate successes in learning around e/mHealth, identification and cultivation of effective practices, and contribute to building evidence at relevant regional and international fora.
- Support horizontal sharing and technical capacity building efforts related to e/mHealth within the program working in collaboration with other teams.
- Collaborate with team members to ensure appropriate monitoring and evaluation of e/mhealth activities, including providing input into appropriate logical framework and indicator development.
- Forge partnerships with relevant organizations to facilitate the use of e/mhealth in program activities.
Qualifications and Requirements:
- BA with 4+ years of experience in web design, communications or public relations
- Post graduate degree with at least seven years in global health; and experience implementing e/mhealth programs in resource constrained settings.
- Demonstrated experience in progressively responsible management and leadership positions
- Up-to-date knowledge of technologies, methodologies and technology standards and an understanding of the constraints and benefits of different technologies
- Demonstrated experience in build capacity and working closely with Ministries of Health.
Experienced in the use of mobile technologies and e/mhealth solutions to support at least two (preferably more) of the following:
Health systems development and strengthening
Health care service delivery
Performance and quality improvement/assurance
Training, supporting and supervising health care workers
Behavior change communication
Ability to deliver against short deadlines and under intense pressure
Demonstrates a strong decision-making skills and results oriented approach
Experience in building, partnering and maintaining excellent relationships with a variety of donor organizations, corporations, foundations and others
- An effective communicator with excellent English language, public speaking, written and verbal communication skills
- Demonstrated initiative and creativity in problem solving
- Proven ability to work as a highly effective team member, as well as able to work independently to high standards (including when deadlines are tight)
- Aware of and sensitive to working in multiple social-economic settings and with multi-cultural groups in a developing country environment
- Experience supporting the implementation of USAID-funded projects is a plus
- Ability to travel up to 25% of the time to countries
