Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives are and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933, the IRC is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy in over 40 countries and 22 U.S. cities.
Health programs represent the largest single sector within which IRC currently operates, constituting approximately 45% of the international budget and with activities in 25 countries. The IRC Health Technical Unit has grown significantly over the last few years, from 20 staff in 2009 to 49 staff currently, with an annual budget comprised of funding received from IRC country offices as well as Technical Unit-led grants. The Health Unit receives direct funding from governments, multilateral organizations, foundations, and private donors. In addition the Health Unit provides funding to or has oversight of grants in country programs and other IRC departments.
Job Overview/Summary: The Grants & Budget Administrator will maintain quality grants management for a number of grants within IRC’s Health Technical Unit. Reporting to the Senior Grants and Operations Coordinator, this position will work closely with in-country and HQ grants staff, finance, and business development to ensure timely and accurate grant reporting, maintain grant records, and lead the proposal process for new grants. The Grants & Budget Administrator, with the Senior Coordinator, will also be responsible for tracking grant spending, developing spending plans, and managing internal disbursement of grant funding to countries.
Major Responsibilities:
New Business
- Lead development of budget for TU-led grant proposals and corresponding budget narratives with technical input from TA, ensuring donor and IRC compliance; obtain all necessary reviews, ICR/SPC waivers, and approvals prior to proposal submissions
- Provide strategic guidance for proposal responses to any budget-related issues, including on relevant narrative sections as well as cost considerations; liaise with IPT/IPP/BDU as applicable for further donor strategic guidance
- Create and finalize proposal development workplan with input from technical staff, IPT/IPP/BDU as applicable
- Manage OTIS (Opportunity Tracking Information System) workflow for proposals at all stages; ensure all final submission documentation is uploaded in completion by the submission deadline
- Participate in calls with select donors, represent Health Unit at donor meetings as required; and communicate relevant priorities to donors and internal business development and foundation relations units
Grants and Budget Management
- Manage OTIS (Opportunity Tracking Information System) workflow for newly-awarded or ongoing agreements and amendments
- Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and grants management tools
- Develop guidance, templates, and toolkits to ensure timely submission of narrative and financial donor reports
- Review, track, and analyze expenditures for Health Unit grants; review Budget Versus Actual reports on a monthly basis to ensure expenses are in line with grant requirements and projected spending
- Advise technical lead on donor management, partnership management, and grant compliance related issues
- Work with relevant Health Unit and HQ-based finance staff to ensure accuracy of grant financial reports
- Promptly identify and advise the Senior Coordinator, TU Director, and applicable grant leads on areas of concern in regards to grant finances or compliance related issues
- Draft, negotiate, review, and process sub-grants; manage relationship with subgrant partners, including ensuring adherence to reporting requirements, project implementation, compliance, etc.
- Manage and coordinate the approval of agreements, amendments, cost extensions, and no-cost extensions for Health Unit grants and subgrants, as applicable
Other support for special projects and ongoing Health Unit initiatives
- Support the Health Unit research team with knowledge management. This includes but is not limited to: cataloging and analysis of publications, presentations, and conferences utilized or attended by Health Unit staff
- Provide assistance to the research and communications teams on development of external reports, web content, presentations, and technical tools as needed
- Document and propose improvements to the proposal, grants management, and grant close-out processes
Job Requirements:
Education: Bachelor’s Degree
Work Experience:
- Minimum 2 years of experience managing government and/or private grants with project management experience preferred.
Demonstrated Skills and Competencies:
- Experience developing proposals with rigorous requirements and tight deadlines for public and private donors; experience working on research proposals a plus.
- International development experience preferred.
- Ability to work independently and meet deadlines with minimal supervision.
- Excellent budget management skills including experience tracking expenses and developing spending plans.
- Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment.
- Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment and across various time zones
Language Skills: English fluency and French proficiency is a plus
Certificates or Licenses: Excellent computer skills: MS Word, Excel, and Desktop Publishing. Proficiency in Excel preferred
