Human Resources Generalist
New York Full-Time
Reporting to the Mailman School of Public Health/ICAP Director, Human Resources (HR), the Human Resources Generalist is responsible for providing day-to-day guidance to both the ICAP New York office as well as the various ICAP country offices on a range of HR-related activities including full cycle recruitment, on-boarding, performance management, staff retention, retrenchment and professional development. The incumbent will provide high level customer service to all colleagues, regardless of their location.
This position is grant funded.
Major Accountabilities
- Manages the recruitment effort for all exempt and nonexempt personnel, and temporary employees. Partners with hiring managers to evaluate and clarify organizational and human capital needs to determine specific position responsibilities and requirements to lead to accurate candidate sourcing and ad placements; actively stays current on all postings until a candidate has been identified keeping manager abreast of progress or delays
- Grants hiring managers temporary access to Columbia University recruitment systems (JAC/RAPS) and shares email submissions for country office-based positions
- Screens CVs and resumes and issues interview recommendations to hiring managers that best match the position description
- Ensures that hiring managers comply with recruitment policies and procedures and builds their capacity in the effective use of the associated systems, tools, and processes
- Collaborates with the Director, HR to develop competitive salary offers and ensures the required background clearances are received prior to candidate’s start date
- Serves as the lead on staff transitions; including the conduct and summary of exit interviews among departing employees and all necessary coordination with managers, operations and IT staff to address return of equipment and material upon exit from employment
- Oversees management of all internal HR/personnel records and ensures the timely submission of Personnel Action Forms to MSPH
- Provides guidance to supervisors and managers on the performance management process and tracks completion of annual performance appraisals
- Collaborates with employees to identify relevant professional development opportunities that are aligned and integrated within the organization’s strategic vision
- Develops and maintains ICAP NY organization charts,
- In collaboration with the International HR Manager, serves as an advisor to country office human resources staff on the interpretation and application of ICAP and Columbia University policies and procedures while ensuring compliance with local labor law
- Assists the Director, HR in developing and tracking organizational HR metrics including recruitment, retention and attrition-related statistics
- Supports the Director, HR in the development of innovative approaches and solutions to employee relations matters and exhibits proactive approaches to identify process improvements and implement solutions that will enhance delivery of HR services and/or improved efficiency and functionality of the ICAP HR team
- Actively participates in developing HR Unit goals, objectives, and systems
- Maintains absolute confidentiality and sensitivity in all HR-related matters.
- Completes special projects and performs other related duties as assigned
Education
- Requires a Bachelor’s degree in Public Administration, Business Administration or related field.
Experience, Skills & Minimum Required Qualifications
- 4+ years of progressive and successful HR experience within multi-cultural non-governmental organizations, academic institutions, private foundations or the international corporations
- Ability to prioritize work related demands and meet deadlines
- Demonstrated knowledge of employment and labor laws and regulations in the United States
- Demonstrated experience working independently with minimal supervision
- Strong negotiation skills with the ability to establish and maintain professional working relationships
- High level and effective interpersonal and communication skills both oral and written
- Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint)
Experience, Skills & Preferred Qualifications
- 2+ years of HR experience within an international development or humanitarian relief organization and recruitment/retention under United States Government-funded grants and contracts
- Knowledge of Columbia University HR-related systems (e.g., JAC, RAPS, Peoplesoft and PAC) or other common HRIS systems or platforms
- Advanced degree in Human Resources Management or Public Administration
- PHR, GPHR, SHRM-CP Certification
- Proficiency in French or Portuguese
