Institutional Learning Team
The Institutional Learning Team (ILT) was set up in 2002 with the aim of supporting SFCG as a learning organization by enhancing the effectiveness of SFCG’s programming through a commitment to excellence in program design, monitoring and evaluation (DM&E), and through continuous learning institutionally and within related fields. The Institutional Learning Team is comprised of the Vice President of Programs, a Director of DM&E, a Program Manager for ILT, four Regional DM&E Specialists, DM&E Associates, the DME for Peace Project Manager and a Communications Associate.
Summary of Position
The DM&E Associate is responsible for assisting with a series of new and exciting externally-facing research and learning projects that focus on emerging monitoring and evaluation techniques through non-sectoral, cross-sectoral, and peacebuilding lenses, as well as the development of practical M&E guidance for uptake of these techniques. Projects will include technical and administrative support for Developmental Evaluation pilots, the MERLIN Learning Agenda, and involve both M&E field work, as well as writing and assistance with grants management. Another key project will be the development of a non-sectoral D-MERL (design, monitoring, evaluation, research, and learning) field guide and toolkits that focus on operationalizing credible, relevant, right-sized, responsible, and utilization-focused approaches, activities, and tools for more effective development.
The DM&E Associate will be able to engage with many different stakeholders in the international sphere, as well as key stakeholders, partners, and beneficiaries on the ground. Work will evolve with new projects and will provide key growth opportunities and exciting challenges for a proactive, passionate, and skilled M&E practitioner.
The DM&E Associate reports to the Program Manager for the Institutional Learning Team. The position is based in Washington, DC and is expected to be full-time through September 2017 with consideration for renewal, based on grant status.
Responsibilities
Key responsibilities and specific duties include, but are not limited to:
- Support for technical assistance missions and pilots related to core projects around emerging M&E, requiring survey development, interviews, focus groups, data analysis, and report drafting. Travel required.
- Participate actively in consortia team calls and development of core consortia materials.
- Assist with case story/study support and qualitative and quantitative data analysis.
- Assist the Program Manager for ILT with grants management, including budget drafting, quarterly reporting, etc.

Qualifications:
Required
- MA in Conflict Studies, International Relations/Affairs, Global Studies, Political Science or related degree, with M&E related coursework;
- 2-5 years’ work experience, including 1-2 years’ M&E experience and field work;
- Familiarity with core M&E tools and methodologies;
- Experience with bilaterals and international donor relations;
- Project management skills and budget development;
- Exceptional research, writing and editing skills;
- Excellent command of English (written & oral);
- Must enjoy working independently, as well as in a team environment;
- Detail oriented and highly organized, with a proactive learning approach;
- Ability to multitask and work under tight deadlines; and,
- Proficient in Microsoft Word, PowerPoint, and Excel (NVivo and Publisher skills preferred).
Preferred
- Experience in/knowledge of the peacebuilding field; and,
- Proficient in French.
