Job Summary:
Sr. Contracts Analyst position is part of Financial Assurance and Donor Reporting Unit within the Overseas Finance Department. The finance staff in the unit supports HQ and field staff in financial management, analysis of spending, grants and contracts financial data tracking, reporting and invoicing to donors and primes, ensuring financial compliance with donor regulations and CRS’ financial policies. The Sr. Contracts Analyst will be the point person for contracts financial matters, including both prime and subcontracts. The Sr. Contracts Analyst will provide training on contracts financial requirements and ongoing support to CRS employees in HQ and Country Programs (CPs).
Job Responsibilities:
- Provide financial management support to Country Programs (CPs) to ensure adherence to financial contract terms and conditions throughout the life of the contract.
- Review and provide recommendation on financial compliance and reporting requirements of contracts and create awareness among CPs management team on contract terms.
- Guide CPs on cost tracking systems and the entire business process to successfully manage the contract and meet specific financial compliance and invoicing requirements.
- Ascertain CPs are working in financial compliance with CRS financial policies and procedures along with the requirements of donors in managing contracts.
- Collaborate with CPs staff to regularly review and oversee contract budgets. Support the development and amendment of contract budgets with CPs and relevant HQ departments.
- Prepare invoices for submission to donors. Review invoices prepared by CPs prior to submitting to prime recipients.
- Monitor contracts spending performance and work with team to ensure appropriate explanations for variances on budget versus expenditure. Analyze the spending pattern of contracts and recommend to CPs management the right course of action to remain within the approved budget.
- Assist and work closely with the CPs to resolve any financial related issues and follow up on open items for timely closure.
- Ensure timely completion of the closeout process for contracts.
- Liaise with Country Representatives and Regional Finance Officers to identify staff training needs to build contract financial management capacity. Take part in training HQ and CPs staff on contract financial management and reporting.
- Support CRS with contracts readiness, ensuring systems are in place for financial management of prime contracts. Contribute to the development and maintenance of systems and tools and policies and procedures to improve contracts financial management. Enhance the overall contract management and reporting capacity of the Agency in conjunction with contract management team of HQ.
- Maintain up-to-date knowledge of donor rules, regulations and guidelines.
- Perform other duties as assigned by Supervisor which are broadly in line with the above responsibilities.

Personal Skills:
Excellent oral and written communication and interpersonal skills.
Experience in monitoring complex donor budgets, reconciling budget to actual and understanding budget deviations and required solutions.
Demonstrated experience managing multiple projects concurrently under deadline pressure and changing priorities in a high-volume setting.
Strong analytical/problem solving skills.
Ability to recognize the need to elevate advanced support requests to the appropriate team members.
Must desire to work in a collaborative, proactive, and multicultural team environment, but able to work independently.
Ability to maintain strong customer service and communicate in a diplomatic, friendly, yet effective manner
Qualifications:
Minimum Bachelor’s Degree in Finance/Accounting or related field. Masters Degree preferred.
Minimum 5-7 progressive grants/contracts management experience with at least 3 years of progressive contracts financial management experience.
Strong knowledge of USAID rules and regulations, FAR, AIDAR, and USG Cost Principles for non-profit organizations required.
Strong Knowledge of common USAID contract types such as CPFF and FFP.
Thorough knowledge of and experience with contracts financial reporting and invoicing, especially with USG.
Strong communication and presentation skills. Ability to train financial and non-financial staff of all levels.
Strong analytical skills and attention to detail. Knowledge of Microsoft Office software (Word, Excel, Outlook, Internet) required; experience with Access, Sun Systems, JD Edwards or related/similar software programs preferred.
Willingness to work additional hours during critical implementation periods.
Language Requirements: Fluency in English required; working ability in French or Spanish preferred.
Travel Requirements: International travel up to 25% expected travel time to field offices and partner/project sites.
