POSITION SUMMARY:
Reporting to the Director of ICAP’s Clinical and Training Unit, the Clinical Officer, Adult HIV Prevention, Care and Treatmentis responsible for technical planning and implementation of an international technical assistance (TA) program and provision of clinical and programmatic support to ICAP country teams, with a focus on prevention, care and treatment of HIV and related conditions in adults. Leads project teams to provide technical direction and support to Ministries of Health and other local governmental and non-governmental organizations on multiple TA projects focused on a variety of potential technical areas such as adaptation of national guidelines, development of national protocols, assistance with national strategic planning and scale-up efforts, strengthening program supervision and support for quality and quality improvement efforts. Assists ICAP country teams in designing adult HIV prevention, care and treatment interventions, review work plans, progress and challenges, and conduct site visits to ensure that ICAP programs are of the highest quality and consistent with the most recent scientific evidence and international guidelines.

MAJOR ACCOUNTABILITIES:
- Responsible for the technical design, planning, implementation and evaluation of a variety of TA projects related to adult HIV prevention, care and treatment.
- Serves as the technical link with/liaison to CDC, the GFATM, Ministries of Health and other collaborating local organizations to generate work plans and corresponding budgets, training programs, evaluation plans, and content for meetings, workshops and conferences.
- Facilitates ICAP’s engagement of international technical partners and consultants, as needed, to fulfill specific elements of individual project work plans, and monitor/track the work assignments made to ICAP’s collaborating TA partners.
- Participates, as appropriate, as ICAP’s technical lead in monthly and quarterly project planning and evaluation meetings with relevant CDC staff and staff from GFATM and local partners.
- Assists in the generation and presentation of project reports, publications and presentations.
- Provides content expertise to the work of the Unit on HIV prevention including use of antiretroviral drugs for prevention (PrEP, PEP, TasP) and voluntary medical male circumcision (VMMC), adult HIV care and treatment, and other related conditions such as viral hepatitis. This includes participation in the development or refinement of materials including technical guidance, clinical guidelines, standard operating procedures and other clinical tools.
- Provides technical support to select ICAP country programs in the design and implementation of HIV prevention, care and treatment programs for adults, including review of progress and challenges, assistance in development of training materials and other tools, and provision of clinical mentorship.
- Oversees and/or actively participates in the preparation of grant proposals and renewals and preparation of donor reports.
- Performs other duties, as assigned.
TRAVEL REQUIREMENTS:
- Requires international or domestic travel up to 20% time
EDUCATION:
- MD or professional equivalent required. Masters’ degree in Public Health (in addition to MD or equivalent) preferred
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
- Minimum five (5) years of experience in clinical management of HIV, TB and related diseases in adults
- Minimum two (2) years of experience working on international public health projects and providing clinical technical support either in the headquarters of an international organization or in resource-limited settings in the field of HIV prevention, care and treatment for adults
- Excellent grasp of clinical issues and current literature related to prevention, care and treatment of HIV, TB and other related conditions in adults, including PrEP, PEP, VMMC and viral hepatitis
- Excellent understanding of public health approach to scaling up the use of antiretroviral drugs for HIV treatment and prevention
- Excellent communication, writing and quantitative skills including the development of measurable objectives, operational plans and measurable indicators/targets for public health programs and projects
- Demonstrated capability to establish and maintain effective working relationships with donors, implementing partners and other stakeholders
- Demonstrated and successful experience managing multiple priorities and projects while working as a part of a technical assistance team, as well as working independently with minimal supervision
- Fluency in English (speaking, reading and writing)
- Proficient in Microsoft Office applications (e.g., Outlook, Excel, Word, etc.)
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
- Experience with PEPFAR and Global Fund programs
- Prior clinical research or program evaluation experience
- Knowledge in Quality Improvement (QI) methods
- Proficiency in French or Portuguese is a strong advantage
