Youth Services Librarian position with Washington County Cooperative Library Services
Washington County Cooperative Library Services is seeking a trailblazing and passionate librarian to lead the system in providing library service to the diverse children and families in this county. As one of the busiest library systems in the country, the position will require someone energetic, efficient, effective, and collaborative.
Under the direction of the Outreach and Youth Services Program Supervisor, the Youth Services Librarian assumes responsibility for the Early Literacy Outreach program and coordination of county-wide youth and young adult activities.
EXAMPLES OF DUTIES:
The incumbent will perform all the following duties:
25% – Coordination of youth services activities: Coordinates county-wide youth services activities including the Summer Reading program and programs geared to school age children. Provides support for the county-wide youth services meetings. Provides professional assistance to member libraries as needed in developing or expanding programs and services for youth and families. Maintains and expands various kits to be used by member library staff and the public.
25% – Early Literacy Outreach: Coordinates county-wide library early literacy outreach to, and early literacy training of, child care providers and parents. Provides early literacy training for child care providers and parents for those not served by member libraries. Develops knowledge of early literacy and youth related community agencies and resources in order to foster partnership opportunities. Networks with community organizations that provide services to families and children. Represents county-wide youth services librarians at county networking meetings. Acquires and maintains necessary early literacy curriculum certification and training.
15% – Coordination of outreach to children in care program: Coordinates county-wide book delivery program to un-served child care sites. Develops materials for circulation to child care sites. Recruits child care providers for participation in the program.
15% – Grant Management: Manages annual Oregon State Ready to Read Grant. Researches and applies for grants to support program goals as appropriate.
5% – Coordination of young adult activities: Coordinates county-wide young adult services activities. Provides professional assistance to member libraries as needed in developing or expanding programs and services for young adults.
5% – Supervision: Exercises direct supervision over assigned staff. Trains and mentors. May act as person-in-charge in absence of Senior Librarian.
10% – Other: Develops content for print and electronic resources. Creates and delivers presentations and print pieces to promote county-wide youth services. Provides training for member libraries in the development of local library early literacy outreach and youth services. Prepares monthly statistical reports on services and activities. Selects and orders necessary supplies. Assists in the development of the youth services budget. Actively participates in local, regional, state and national organizations and professional groups that provide early literacy, young adult and youth services. Leads and facilitates group meetings and committees.
TYPICAL QUALIFICATIONS:
Extensive knowledge of:
• Principles, practices, and service delivery needs related to library services.
• Principles and practices of professional library work, including methods, practices, and techniques of library reference, technical services or children’s library services relevant to specific areas of responsibility.
• Principles, techniques, and procedures in cataloging, indexing, classifying, bibliographic research, and organizing library materials relevant to specific areas of responsibility.
• Recent developments, current literature, and sources of information related to library science.
• Methods of selecting library materials and collection development.
• Applicable federal, state, and local laws, codes, and regulations, including administrative and departmental policies and procedures.
• Principles of library ethics and Intellectual Freedom.
• Record keeping principles and procedures.
• Techniques for effectively dealing with the public, vendors, contractors, and member library staff, in person and over the telephone.
• Techniques for providing a high level of customer service to public and member library staff, in person and over the telephone.
General knowledge of:
• Principles of supervision and training, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
• Techniques for effectively representing the Cooperative Library Services in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.

EXPERIENCE AND EDUCATION:
A typical way to obtain the knowledge and abilities would be:
A Master’s level education in Library Science from an accredited American Library Association program or related field; and two years of recent and relevant professional level library experience.
Extensive experience in a professional-level librarian position may substitute for the degree requirements.
DESIRED QUALIFICATIONS:
The ideal candidate would be an Every Child Ready to Read Standardized Trainer certified by the Oregon Registry (or out-of-state equivalent) to train their colleagues and peers to use the Every Child Ready to Read curriculum with parents and family, friends, and neighbor providers for Set One continuing education credit and who has provided trainings to all those groups.
Candidates that have successfully completed the Every Child Ready to Read training from a Standardized Trainer and that incorporate the practices into their library programming and parent trainings is desired.
BACKGROUND INVESTIGATION:
This position requires that you successfully pass a comprehensive security background investigation.

Driving a motorized vehicle is an essential function of this position. Successful applicants must possess a valid driver’s license and an acceptable driving record.

SUPPLEMENTAL INFORMATION:
SELECTION PROCESS:
1. An evaluation of training and experience of submitted applications will begin after March 9, 2015. This will be performed by Human Resources.
2. A Subject Matter Expert (SME) Panel in the division will perform an evaluation of experience and training taken from your employment application materials and your responses to the Supplemental Questionnaire. This process will begin after March 16, 2015.
3. A Department of Motor Vehicles (DMV) records check will be performed on the applicants that pass the SME step. Applicants that do not possess an acceptable driving record or have not submitted their records or Oregon Driver’s License number will not pass this step and will be disqualified from this particular recruitment.
4. Applicants that pass the DMV records check will be placed on a list of eligible candidates who may be referred to the hiring department for an interview. It is our goal to schedule the first round of interviews within the week of March 30, 2015.
