****The Position****
The Union is seeking qualified candidates for the position of ****Program Administrator-Data for Health Initiative (D4HI)-CRVS Improvement Program****. The position will be based in New York. Applicants must have a valid work permit for New York.
****Background:****
Beginning in February 2015, The Union North America, in partnership with other global public health organizations, is implementing a two-year program to improve civil registration and vital statistics (CRVS) in 20 countries and municipalities in Africa, Latin America, Asia, and the Pacific. The CRVS Improvement Program is a major component of a wider initiative aiming to enhance public health data capacity in low- and middle-income countries. The goal of the initiative is to ensure that hundreds of millions more people live in countries where data are used to steer public policy and program decisions. The CRVS Improvement Program will involve country engagement, assessment, and intervention phases. The interventions include improving the registration of births and deaths, improving the quality of cause of death assignment at hospitals, and ascertaining likely causes of death in countries or cities where most deaths occur at home.
****Overall Role:****
The Program Administrator (PA) will be responsible for all financial, contractual, and logistical aspects of the program. The program is grant-funded, and the PA will be responsible for grants management and financial reporting. The program will entail establishing and managing contracts with multiple governmental and nongovernmental agencies. It will also entail supporting or hiring staff to be embedded within government agencies. The Program Administrator will collaborate with technical staff and facilitate the technical work of the program. The incumbent will report to the Program Director. The position is based in the Union North America office in New York City.
Major Duties and Responsibilities:
Financial Management
- Maintain an up-to-date program budget, monitor expenses, and forecast availability of funds;
- Prepare accurate quarterly financial reports;
- Provide financial information to senior staff.
Contracting
- Negotiate sub-contracts;
- Provide orientation to contractors on matters related to their contracts and accounting requirements;
- Manage contracts and agreements;
- Review financial reports from contractors, ensure they are completed according to grants reporting requirements and are submitted in a timely manner;
- Conduct financial assessment or reassessment of contractors as needed.
****Hiring “embedded” staff****
- Identify mechanism of hiring in each jurisdiction in which the program operates;
- Create administrative processes for hiring and managing embedded staff.
General
- Conduct onsite visits to ensure financial documents are in place and that funds are spent according to the activities and budget in the agreement;
- Perform other duties as assigned.
****Qualifications:****
- MPA, MBA or other relevant degree
- Strong budgeting and accounting skills
- At least ten years of experience in nonprofit or government organizations
- Excellent communication and writing skills
- Strong knowledge of Excel, including pivot tables
- Willingness to travel internationally (20-30%)
- Authorization to work in the United States
- Ability to work independently
