This position is located within the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), Coal Mine Safety and Health District 4 Office located in Mount Hope, West Virginia. The selectee will serve as the personnel assistant to an Assistant District Manager, providing program and administrative support throughout a broad range of technical and administrative areas, as well as guidance and assistance to support staff in subordinate branches.

DUTIES

If selected for this position, you will be responsible for coordinating and tracking the status of ongoing tasks and projects by contact with the Assistant District Manager (ADM) and subordinate supervisors you are assigned to service.


You will also, convey priorities, messages, instructions, information, and requests to subordinate supervisors regarding activities requested by the ADM and follows up as necessary, reporting actions taken to the Assistant District Manager. In the absence of the ADM, assume responsibility for insuring that requests for action or information are made known to subordinate staff who can satisfy the inquiry/request. Monitor work in progress for required actions and informs the ADM of their status. Ascertain that all projects are completed timely. When the Manager is absent, but accessible, evaluate and decide whether important emergency matters should be brought to the Manager’s attention prior to his/her return.


Review incoming publications, regulations, and directives which may affect the Division due to their subject matter. Perform special research projects for the ADM which may occasionally involve policy or operational matters. Screen and obtain information from various sources, analyzes and evaluates the information gathered and presents the findings in a clear and concise manner. Assemble and organize material for the ADM’s use during speaking engagements with MSHA and staff members, stakeholders, union representatives, etc.


Receive and screen all visitors and telephone calls to the ADM. Ascertain nature of call or business of visitors and determines appropriate action. Exercise exclusive control over the ADM’s calendar and schedules appointments and conferences upon own initiative based upon personal knowledge of the Manager’s workload and current issues of importance. Receive and review incoming correspondence, maintains control records, and gathers needed relevant material as necessary. Review documents and correspondence prepared by other Manager’s assistants for signature of, or requiring coordination with, the ADM for conformance with regulations, grammar, format, and special policies of the agency. Provide a broad range of office automation support to the Division’s staff, using a variety of electronic data processing systems and the MSHA LAN systems.


Make arrangements for travel, arranging schedules of visits, making reservations, notifying organizations and officials to be visited of planned itinerary, and submitting travel vouchers and reports upon completion of travel. Serve as the primary point of contact for administration and clerical programs of the Division. QUALIFICATIONS AND EVALUATIONS

Applicants must have 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-6. This experience may have been gained either in the Federal or Private sectors, demonstrating a practical knowledge of Mine Health and Safety Administration and Federal Mine Safety and Health Act of 1977 rules, regulations, and policies in order to provide technical and administrative support. Examples of specialized experience include:


– Researching, gathering, and assembling information for use in special projects, evaluations, conference, and meetings, etc., using various sources;


– Utilizing advanced functions of various office software packages (e.g. word processing, database, spreadsheet, electronic mail or graphics) and office automation equipment (e.g. electronic typewriter, personal computer, printers, scanners) to produce correspondence, reports, statistical summaries and data lists in support of the program functions;


– Performing a variety of administrative functions such as sending/retrieving correspondence, answering phone calls, maintaining time and attendance records, personnel documents, making travel arrangement, preparing travel vouchers, arranging conferences/ meetings, greeting and directing visitors and maintaining schedules;


– Communicating effectively, both orally and in writing, to provide and receive information from a variety of internal and external contacts.

You may not use education to substitute for specialized experience.

A fully qualified typist is required. You must have a typing proficiency of 40 words per minute based on a 5 minute sample with three or fewer errors.
