Description:


mSTAR is a five-year project supported by the U.S. Agency for International Development (USAID)’s Global Development Lab that seeks to initiate and support game-changing interventions advancing digital finance, digital inclusion, as well as mobile data collection and use. The project supports broad-based coordinated action by a range of market stakeholders — including governments, donors, mobile service providers, and their customers. mSTAR has staff in five countries and dozens of ongoing activities ranging from a major national effort to increase merchant acceptance of mobile payments, to global research on alternative business models for connecting the world’s marginalized populations.

Job Summary:


The Program Officer will provide technical assistance and support primarily to mSTAR’s digital financial services (DFS) portfolio of activities, but may be assigned other activities or programs as needed. S/he will provide administrative and project support, in addition to program management and execution. S/he will ensure compliance with internal and external regulations; monitor activity budgets and activity status; ensure completion of activity while adhering to budget, scope, and schedule requirements; develop and review activity work plans; prepare presentations to funders; and support other related program objectives and deliverables.


Major Duties/Responsibilities:


  • Design, implement, and coordinate digital financial services (DFS) program activities and conduct research to achieve program goals.

  • Provide technical assistance and support to the program including monitoring and evaluation in the area of DFS as needed.

  • Collect, compile and analyze information relevant to DFS and other programs.

  • Track performance against project timelines, budget, objectives, and deliverables and ensure timely high quality implementation.

  • Facilitate communication by answering partner and funder inquires, presenting activities and results, and monitoring any relevant technical websites, social media or online tools.

  • Work with Director, Deputy Director and Technical Advisors to develop activity budgets, scopes of works, and project materials and manage grants, consultants and subcontracts.

  • Provide administrative support to programs as needed by writing, reviewing, and translating reports and deliverables as needed and coordinating travel arrangements.

  • Document and share program accomplishments, challenges, and lessons learned among internal and external partners.

  • Serve as the DFS liaison for internal units, such as finance, contracts, etc.

  • Support program/project teams administratively and technically to provide high quality deliverables to funders.

  • Develop reports, briefing papers, press releases, and presentations as necessary for one or multiple activities/programs.

  • Identify resource development opportunities and support development of proposals.

  • Assist with budgeting and writing proposals.

  • Serve as the liaison with government officials, local communities, and other organizations.

  • Supervise and mentor staff and provide training on systems, policies, and regulations.

  • Other duties as assigned

Qualifications:


  • Bachelor’s Degree or its international equivalent in finance, economics, international development, or related field. Master’s preferred.

  • Working knowledge of concepts and best practices related to DFS programs

  • Excellent oral and written communication skills. Articulate and professional in public speaking situations.

  • Strong and demonstrated program/project management skills.

  • Ability to solve problems and implements corrective action as needed.

  • Ability to prepare reports and provide information to management in a timely matter.

  • Experience supervising at least one other person.

  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Ability to communicate in a clear, positive manner with diverse clients and staff.

  • Demonstrated research, writing and editing experience for both print and web.

  • Self-motivated and able to work with minimal direction.

  • Minimum of 5 years’ experience with program management, US Government rules and regulations; significantly more years preferred.

  • Fluency in a foreign language preferred.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • International or Domestic (US) Program Development or Program management preferred.
