Program Officer
Primary Function/Purpose: Based on PPFA’s mission and goals, the program officer facilitates the development, implementation, and long-term viability of Planned Parenthood Global client-centered international sexual and reproductive health service delivery projects. Facilitates improvement in quality, sustainability, efficiency, and effectiveness of international partner NGOs in Latin America.
Duties and Responsibilities
- Works autonomously with international partners in Latin America to design, develop and oversee implementation of projects that provide quality, client-centered sexual and reproductive health services and/or advance sexual and reproductive rights, with particular program emphasis on safe abortion and adolescents.
- Provides overall program monitoring and evaluation through reports and on-site visits. Monitors assigned international projects through analyses of financial reports, tracking of project progress and ongoing correspondence with partners.
- Tailors in-country technical assistance and trainings to ensure the achievement of project goals in technical, project management, financial, and commodity-related issues.
- Works with partners to develop and plan strategies specific to each project for ongoing improvements. Identifies, develops, adapts, translates and facilitates appropriate training and technical support in sexual and reproductive health. When necessary will coordinate with Latin America regional staff, consultants, PPFA, or other international collaborating agencies in order to provide specialized technical training.
- In collaboration with the Regional Director and Associate Directors, prepares reports, including donor reports and refunding donor proposals. Assists in development of fundraising proposals and concept papers both for partners and for PP Global.
- Evaluates projects through data analysis and assessments with participation of partners.
- Assists in the adaptation and translation of instruments for evaluation purposes; assists in the design and implementation of baseline surveys, and program impact evaluations.
- Writes articles and abstracts for publication and presents at conferences on behalf of Planned Parenthood Global and regional partners in order to raise visibility and to develop a greater understanding of our work.
- Collaborates with senior staff to identify new opportunities for new projects and develop new project proposals. Makes contacts and communicates with other international agencies working in SRH to identify new opportunities, exchange information, maintain cordial relations in order to maintain visibility of PP Global’s work and broaden personal understanding of the current level of services provided in country.
- Provides orientation to new staff in both the office and field in PP Global systems and procedures and collaborates with other Latin America regional staff for backstopping and other technical support of projects.
- Stays updated on relevant issues to Planned Parenthood Global projects.
- Collaborates PPFA affiliates on complementary activities as they relate to assigned regionally-based partner agencies.
- Liaises with government and non-governmental agencies, donor organizations, and other relevant entities in the region, as assigned.
- Completes special projects as assigned and required.
Position Scope
Responsible for independently carrying out unique duties that require advanced knowledge, training, or experience, but that are directly related to regional program support. Participates in setting own objectives and priorities; follows through in accordance with established procedures. Recommends changes to improve work systems or procedures. Responsible for ensuring successful completion of activities that directly relate to departmental and divisional goals.
Fiscal Responsibility
Responsible for assuring that assigned projects utilize PPFA resources effectively and monitors projects’ financial reporting. Monitors and analyzes expenses and revenues for assigned activities to assure budget targets are met. Assists in long-term financial management of the assigned projects.
Contacts
Regularly interacts with other regional office staff and collaborates with New York office staff, as appropriate to ensure work is on time and meets performance goals. Departmental policy, work plan and project needs determine the nature and frequency of external contacts. These include a well-defined constituency that has a moderate influence on regional office activities, assigned projects or operations. Requires regular contact with in-country partners, colleagues, and sister organizations, in order to advance the interests of PPFA.
Position Requirements
Education:
Master’s Degree, advanced degree, or related number of years of experience, in public health, international development or related field required.
Years of Experience:
Three to five years of experience in project planning, designing, monitoring and evaluation, preferably with a reproductive health and rights focus. Experience in international reproductive health or international development and minimum of 2-year work experience in Latin America.
Other Requirements:
Ability to travel a minimum of 35% of time. Fluent in Spanish.
