Project Summary:


The E3 Analytics and E valuation Project is a five-year contract running through September 2 0 1 8. The purpose of the contract is to support technical sectors in USAI D’s E conomic Growth, Education, and Envi ronment Bureau ( E3) and provide a vehicle for rigorous evaluation and analytic services in order to support Mission accountability and the needs of Mission Technical Offices. Over 50 discrete analytic activities have been initiated under the Project to date, including rigorous impact evaluations, large multi-country performance evaluations, portfolio reviews, and other studies that support USAID p roject or program design efforts.


Position Summary:


The Task Flow and Research Assistant will assist the MSI Task Order Manager for the E3 Analytics and Evaluation Project in the efficient workflow and workforce management for the overall Project and all activities being carried out under the Project. To that end, the Task Flow and Research Assistant will help develop, maintain and update activity management systems and schedules, and work closely with the Task Order Manager, project management team, and individual activity teams to ensure the smooth and effective running of tasking and technical quality control processes for the Project, including adherence to Project processes and standards. Depending on the Project’s needs, the Task Flow and Research Assistant may also provide research assistance on individual activities.


The position will be located full-time at MSI headquarters in Arlington, Virginia.


Responsibilities:


  • Assist in Project workflow and workforce planning, monitoring and management. Tasks are expected to include:
    • Developing and maintaining medium- and long-term schedules for individual activities within the overall Project.

    • Developing and maintaining systems for workforce planning including technical staff availability and activity needs.

    • Assisting in organizing and facilitating activity review events such as kickoff meetings, team planning meetings, review sessions, and debriefings.

    • Maintaining internal review and quality assurance systems such as scoring checklists for key activity documents, and assisting on quarterly and annual reporting tasks.

    • Meeting regularly with activity teams to update planning and scheduling documents and ensure successful on-time completion of required tasks and products.


  • Provide research assistance as required, which may include:
    • Conducting research and preparing summaries to inform the design or implementation of individual activities under the Project.

    • Analysis of quantitative and/or qualitative data.


Qualifications:


  • At least two years of relevant work experience, required.

  • A minimum of a Bachelor’s Degree in communications, international development, or another relevant field, required.

  • Work flow and project management experience, strongly preferred.

  • Familiarity with USAID policies and procedures preferred, including the Agency’s 2011 Evaluation Policy and related guidance on evaluation.

  • High level of attention to detail and outstanding organizational skills including ability to multi-task in a fast-paced environment.

  • Ability to work in multi-cultural environments and build effective working relationships with clients and colleagues.

  • Experience with analytical software packages for quantitative and qualitative analysis such as SPSS, Stata, and MAXQDA, desirable.

  • Advanced proficiency with Microsoft Office suite, required.

  • Proficiency in database/website management using Google Apps (Google Docs, Forms and Sites), required.

  • Experience with Trello or similar web-based project management applications, strongly preferred.
