SUSTAINABLE WATER PARNTERSHIP DEPUTY DIRECTOR

The Millennium Water Alliance (MWA) seeks a Deputy Director for an anticipated 5-Year, global water program to be awarded by USAID in FY2016. Sustainable Water Partnership (SWP), an anticipated leader with associates award (LWA), seeks to increase resilience to water security risk at the basin, sub-basin, and local catchment scale. The SWP Deputy Director will report to the SWP Director to lead a consortium of NGOs and other development partners in managing and implementing this global water program. S/he will be accountable to the Director of the program and provide guidance and support to project personnel on all technical and management matters of the project.


The SWP Deputy Director will report to the SWP Director and serve as program lead when called upon. The Director and Deputy Director are responsible for the management and implementation of the program, including activities under both the Leader Award and any Associate Awards.


The Deputy Director will work with the Director to ensure that the stated principles, methods, and approaches of the SWP are properly addressed and incorporated into all site-based plans and activities, and will seek to appropriately utilize consortium member organizations and individuals. S/he will actively seek to strengthen capacity of local institutions and augment the overall impact and sustainability of SWP activities. The Deputy Director will work to ensure cross-learning within the SWP portfolio of site-based activities, and externally with the global practitioner community.


Responsibilities:


The SWP Deputy Director will support overall leadership and strategic direction to the program. S/he will assist with planning, quality assurance and supervise program monitoring, evaluating, and reporting and ensure quality and timely realization of all project deliverables.


· Ensure project initiatives are aligned and harmonized with other USAID supported initiatives


· Provide strategic direction in technical areas such as water resources management and climate change adaptation


· Conduct reporting, finances and other program deliverables to USAID and ensure project targets are achieved


· Work to develop sub-contract awards and see that they are well managed and comply with USAID policies and procedures


· Oversee the design, implementation, monitoring and evaluation, and progress of all program activities


· Ensure that cross-cutting themes (gender, equity and sustainability) are mainstreamed into the program


· Maintain effective relationships with other USAID implementing partners and programs


· Oversee the day-to-day implementation of the SWP monitoring, evaluation and learning system


· Coordinate facilitation, documentation and sharing of lessons learned and best practices within the consortium for USAID


· Promote coordination and consensus building among diverse interests and institutions


Minimum skills required:


· At least five (5) years in a management capacity overseeing program delivery in the developing world


· Advanced degree in a related field


· Proven experience managing programs of a similar size and scope, with experience in strategic planning, management and supervision of projects, and budgeting of large, donor-funded projects


· Demonstrated knowledge/experience of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation


· Solid and up-to-date knowledge of the water sector including water resources management and climate change adaptation; Experience in gender, natural resources management, WASH, food security, and/or livelihoods, is highly preferred


· Demonstrated capacity to develop and maintain effective relationships with government officials and policymakers, as well as a broader range of public and private stakeholders and partners


· Strong communication skills (interpersonal & written) as per the technical and managerial requirements of the program


· Relevant foreign language skills are not required but preferred
