THE ORGANIZATION
The United States Institute of Peace (USIP) is an independent, non-partisan, federally funded organization established and funded by the U.S. Congress to increase the nation’s capacity to manage international conflict without violence. USIP was founded in 1984 to:
Prevent, mitigate and resolve violent international conflict;
Provide analysis on the root causes of conflict;
Increase peacebuilding capacity, education, tools, and intellectual capital among practitioners and the American public.
SUMMARY
The United States Institute of Peace (USIP) seeks a Vice President for Strategy, Planning & Policy (SPP). The Vice President is an active member of the executive office and oversees a team comprised of four directors responsible for key strategic functions that include: learning, evaluation & research (LER); program development and operations (PDO); global policy (GP); and gender. The Vice President is responsible for providing vision, intellectual leadership, and organizational direction to his/her team, as well as serving as a key strategic, planning and policy advisor to USIP’s President.
This position offers a unique opportunity to lead a team devoted to transforming USIP into a true learning organization, as well as help guide the nation’s foremost institution dedicated to preventing conflict and building peace during a period of dynamic growth and innovation.
MAJOR DUTIES AND RESPONSIBILITIES
*Strategy, Planning and Policy*
Leads the Institute’s longer term strategic planning initiative.
Leads the annual planning effort to establish cross-organization priorities under the Institute’s strategic plan and goals.
Serves as the principle advisor to the President in formulating and implementing strategy, planning and policy.
Project Design, Monitoring, and Evaluation
- Serves as internal advisor on project design, monitoring, and evaluation.
- Ensures that USIP programming is evaluated according to rigorous and relevant external standards.
- Leads efforts to build capacity of staff on project design, monitoring, and evaluation processes.
- Supervises the development and integration of resources to staff on monitoring, evaluation, learning and research methodology.
Knowledge Management
- Oversees efforts to improve knowledge management systems, processes, and infrastructure.
- Leads organizational and behavior change efforts to create staff buy-in and create sustainable improvements in knowledge management practices.
- Guides efforts to improve data collection, management, analysis, and presentation.
Learning and Applied Research Agenda
- Leads the Institute in developing and driving forward a coherent learning and research agenda based on USIP’s strategic plan and theory of change.
- Leads efforts to improve the quality of applied research throughout the Institute.
- Strengthens USIP’s external reputation as a home for cutting-edge, impactful applied research on peacebuilding.
QUALIFICATIONS
Demonstrated leadership experience.
Excellent track record of managing diverse teams within an organization.
Extensive experience in strategic planning and policy development.
Solid monitoring and evaluation experience, including improving monitoring and evaluation systems within organizations.
Deep knowledge of social science methodologies and experience applying it to improve the rigor or research projects and evaluations.
Experience creating and strengthening knowledge management and learning systems within organizations.
Minimum of five years of experience in the field of peacebuilding or related fields, including international development, human rights, diplomacy and national security.
Ability to work in a cooperative, collaborative manner to catalyze positive organizational change.
Ability to speak effectively at high-profile events and write effectively for a wide-variety of audiences.
Advanced degree/Masters level education
