Position Summary: RI’s grants portfolio is varied and multisectoral – with grant funds coming in from the European Union, the UN system, the US Government and DfID. The variety of donors necessitates a wide and pertinent knowledge pool within the Grants and Contracts Unit. The Grants Officer reviews and monitors a portfolio of diverse grants with an eye on compliance, ensuring clarity of, and adherence to contractual requirements. The Grants Officer handles a wide variety of tasks, be it guiding field based teams on report submission, facilitating waivers and approvals, or tracking a grant through its life cycle. At the same time, the Grants Officer is set to collaborate with other colleagues to begin the transition to a robust and exciting new software for project life cycle tracking. What does the Grants Officer do?


Development


  • Review cost proposals, budget narratives, and budget modifications for accuracy of calculations, for internal consistency, and to ensure all budgeted costs are allowable and in accordance with donor regulations and internal RI requirements

  • Facilitate teaming agreements as needed

  • Assist with award negotiations and oversee development of new grant agreements (including sub-agreements, MoUs, and other contractual documents) when a new award comes through

Project Administration


  • Serve as a liaison between donor and program team for key grants

· Guide project start-up and enforce project reporting in collaboration with program staff


· Analyze program reports and Budget vs. Actual’s to determine timely program progress, and compliance with laws, standards and guidelines


· Ensure close communication with program teams and facilitate trouble-shooting with regard to grant implementation in coordination with field and regional teams to minimize no-cost extensions


· Facilitate grant modifications as necessary and update appropriate grant files


· Maintain an up-to-date grants database and ensure all project grant documentation is up-to-date and complete (including enforcing appropriate filing requirements for all grant documents)


Project Close-out:


· Review and facilitate final reports per donor guidelines for key grants


· Ensure the grant can be closed out in coordination with the finance and procurement departments and record close-out in the RI grants systems


Grants policies and templates:


· Assist in revising key Grants units standard operating procedures as needed


· Facilitate revision of critical grants templates including agreement templates and forms as needed


Training/Technical Assistance


· Identify training needs and help determine appropriate resources in areas such as donor rules and regulations as necessary


· Be well versed in donor guidelines such as European Union, UN system, DfID, and the US government

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.


· Must have at least three years of relevant grants and contracts experience


· Experience with USAID, the EU, the UN, and other institutional donors is required


· Strong computer skills and experience with Microsoft Office applications, especially Word, Excel and Outlook. Experience with project management software a plus!


· Demonstrated experience with grant management strategies in a similar environment


· Demonstrated ability to follow instructions and carefully review work for accuracy


· Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines


· Strong representational skills and ability to serve as an effective liaison to donors, NGO partners, and the private sector


· Excellent writing skills


· Experience with budgeting and cost projections


· Ability to act independently to identify and analyze problems and recommend cost-effective solutions


· BA degree in a related field, an MA degree preferred


· Ability to travel overseas, at a short notice, as required by direct supervisor


· Must be authorized to work in the United States for any employer without sponsorship.
