****The Position****


The Union is seeking qualified candidates for the position of ****Deputy Director, Data for Health Initiative (D4HI) – Data Use Program****. The position will be based in New York. Applicants must have a valid work permit for New York.


****Background****:


Beginning in March 2015, Union North America will be implementing a program to assist ministries of health and other public health stakeholders in low- and middle-income countries to better use data to advance public health policymaking. The data use program is a major component of a wider initiative aiming to enhance data systems capacity in 20 low- and middle-income countries in Africa, Latin America, Asia, and the Pacific. The data use program will entail providing technical assistance, training, and other forms of support, and will involve country engagement, assessment, and intervention phases.


****Overall Role****:


The Deputy Director (DD) working with and reporting to the Director, will support the oversight of the entire program. This will entail developing materials, maintaining close interactions with senior technical advisors providing consultation to ministries of health, interacting with ministry staff on administrative and technical matters, and maintaining a monitoring and evaluation process for the project across the 20 countries. International travel will be required.


****Specific Duties****:


  1. Serve as part of the project implementation team, with the Director and senior technical advisors, providing expert technical assistance to colleagues in ministries of health in 20 countries

  2. Manage deployment of resources (staff time, money, material) required to complete work plans

  3. Support Senior Technical Advisors in revision and adjustment of work plans as needed in response to changing local conditions.

  4. Own and update master project planning document

  5. Daily interaction with implementation team members to ensure execution of work plans according to schedule

  6. Participate in recruitment of staff to be “embedded” in national ministries of health in 10 countries

  7. Develop and lead implementation of Progress Monitoring System for the Data Use Program

  8. Assist in drafting regular progress reports to donor, including monthly one-page updates, in coordination with the implementation team.

  9. Participate in other UNA activities as needed

****Requirements****:


  • Master’s degree or equivalent in public health or public administration

  • At least 5 years’ experience in management of complex international development projects, ideally with strong data and information or M&E components

  • Strong proficiency in use of MS Project, Excel and Word

  • Familiarity with quantitative methods and presentation of quantitative data preferred

  • Experience in publishing and material design a plus

  • Excellent interpersonal and communication skills

  • Ability to work independently and occasionally to self-direct

  • Patience and adaptability to change

  • Willingness and ability to travel internationally

  • Project Management certification and proficiency in languages in addition to English desirable
