This is coordinative, promotional and administrative work relative to the effective implementation of the City’s Bicycle Registration Program. The work involves primary responsibility for enhancing compliance with registration regulations through a pro-active public information program and the establishment of effective bicycle registration systems. Work is performed under the general supervision of the Pedestrian-Bicycle Coordinator in the Traffic Engineering Division.
Examples of Duties and Responsibilities:
Promote the City’s Bicycle Registration Program through the development and implementation of a public information program. Develop informational and promotional materials including: advertising posters, brochures, and pamphlets. Utilize other public information media to promote the program and contact bicycle dealers, bicycle clubs, schools and community groups to promote the benefits of bicycle registration. Make presentations to groups such as City committees, bicycle dealer management and staff, schools, and the general public regarding the Bicycle Registration Program and its benefits.
Coordinate and maintain registration program systems. Oversee or coordinate registration data entry and the update, purging, and archiving of all related files and records. Process incoming registration applications and payments from area bicycle dealers. Maintain appropriate accounting procedures for dealer payments and deposit payments at the City Treasurer’s Office. Receive and process mail-in registration applications and fees and process fees through the City Treasurer’s Office.
Provide program and system coordination relative to bicycle registration issues. Work with other departments/divisions to integrate administrative and enforcement considerations, fee processing, renewals processing, and program promotion. Attend various meetings to represent Bicycle Registration Program considerations. Evaluate related registration issues and processes and recommend improvements. Develop materials and implement their use for the Bicycle Registration Program, including registration decals, logbooks, business reply mail envelopes and postage, in-person applications, mail-in applications, and bicycle registration. Supply mail-in application materials to area libraries, fire stations, and other outlets as appropriate.
Coordinate the annual bicycle registration renewal process. Develop renewal materials appropriate for a mailed reminder; work with printer to print, stuff, and mail renewal letters; and coordinate renewal processing with the Treasurer’s Office.
Coordinate bicycle registration activities with UW-Madison Transportation Services personnel. Supply UW personnel with registration materials including decals and applications, process incoming UW bicycle registration applications, use appropriate billing procedures for payments to the City from the University, and participate in outdoor bicycle promotion and in-person registration programs organized by the UW.
Maintain positive and constructive relationships with Madison area bicycle dealers to promote the active registration of new and used bicycles sold in local outlets. Develop forms and reporting procedures for store staff to promote and accomplish bicycle registrations. Visit local bicycle dealers at least once a year to deliver new registration materials. Train new management and sales staff of local bicycle dealers about the city’s Bicycle Registration Program.
Develop and maintain relationships with area charitable bicycle organizations to ensure registration of bicycles used in these programs.
Work with the Police staff responsible for dealing with stolen and recovered bicycles. Maintain timely communications to update the registration database regarding reported stolen registered bicycles. Provide registration materials for bicycles returned to the public through the Police Property Room. Register all bicycles to be auctioned at the Police bicycle auctions. Coordinate registration of auction bikes. Research the identity registered bicycle owners with expired registrations.
Respond to public inquiries relative to bicycle registrations and bicycles.
Prepare various statistical and narrative reports relative to the program(s) being administered, as necessary.
Perform related work as required.
Minimum Qualifications:
Knowledge, Skills and Abilities :
Working knowledge of bicycle ownership considerations relative to the promotion of registration. Working knowledge of the regulations and safety considerations applicable to bicycle operation. Working knowledge of and ability to use computer software applicable to the duties of the position. Ability to prepare effective written promotional materials, such as brochures and pamphlets. Ability to coordinate the preparation of accompanying graphics. Ability to speak before groups in the presentation of promotional materials. Ability to utilize a variety of promotional media to include newspaper, radio and television coverage. Ability to develop and implement effective and simple systems for use by bicycle dealers and other registration distributors and for recordkeeping and reporting. Ability to develop and maintain effective records and files, both paper and electronic. Ability to prepare statistical and narrative reports. Ability to coordinate inter-agency activities relative to assigned program(s). Ability to train others to sell bicycle registrations. Ability to develop and maintain effective working relationships with bicycle dealers, bicycle clubs, community groups, schools, and the general public, and to solicit their cooperation. Ability to develop and maintain effective working relationships with City staff in the coordination and implementation of assigned program(s). Ability to maintain adequate attendance.
Training and Experience :
One year of program coordination and/or promotional work, which included or was supplemented by experience with bicycle registration, safety, or related programs. Such experience would normally be supplemented by completion of at least one year of related post- high school coursework in public relations, marketing, office management, business administration, or a related field. Possession of a bachelor’s degree in marketing, public relations, or a related field may be substituted for the experience requirements. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

Ability to meet the transportation requirements of the position.
Physical Requirements :
The incumbent must have the ability to lift and carry boxed items weighing up to 40 pounds. In addition, the incumbent must have the ability to lift bicycles in order to locate and record manufacturer’s serial number.
