United States of America: Education Data Analyst, Evidence Team, ESI Project


The Dexis Consulting Group is recruiting for a Education Data Analyst that will be embedded within USAID’s Office of Education and support specifically the Evidence Team.


The USAID Office of Education focuses on implementing the USAID Education Strategy, which has three major goals:


  1. Goal One: Improved reading skills for 100 million children in primary grades;

  2. Goal Two: Improved ability of tertiary and workforce development programs to generate workforce skills relevant to a country’s development goals; and

  3. Goal Three: Increased equitable access to education in crisis and conflict environments for 15 million learners.

The Education Data Specialist is a member of the Evidence team within USAID/E3/ED and will report to the Evidence Team Lead.


The Education Data Analyst will sit on the Evidence Team within the Education Policy and Planning Division, Office of Education, Bureau for Economic Growth, Education, and Environment (EGEE/ED/EPP). The Data Analyst will report directly to the Evidence Team Leader.


The Data Analyst will manage communications between E3/ED, USAID Missions, and implementing partners to track and facilitate the flow of data needed to monitor aggregate agency-level education outcomes. S/he will be responsible for tracking multiple streams of information and data, including both information on USAID-supported education programs as well as the results achieved through these programs, maintaining rosters of USAID-supported programs aligned with the Reading, Workforce, and Access Goals and tracking and managing the flow of learning assessment datasets throughout the USAID data production cycle.


The individual will contribute to the development and maintenance of resources for communicating aggregate and high-level USAID achievements in the education sector. This may include the design and development of numeric, graphical, and narrative communication tools, and maintaining numeric talking points related to the USAID education strategy. Additionally, s/he will promote the public visibility and use of USAID education data.


Key Duties and Responsibilities:


  • Maintaining a calendar of anticipated assessments and coordinate with Missions/Mission IP’s to ensure that data are transferred to E3/ED in timely fashion

  • Tracking any necessary restrictions on public use of USAID datasets

  • Facilitating the flow of data to and between implementing partners tasked with supporting USAID measurement efforts

  • Managing communications with Missions to obtain Mission clearances on MSI-produced program results briefs and SART-produced web-materials

  • Coordinating the circulation of data and results with relevant USAID Operating Units

Qualifications:


  • Minimum of 5 years of professional experience managing large collections of detailed data and information, preferably in the fields of international education or international development

  • Minimum of Master’s degree required

  • Familiarity with USAID’s Education Strategy, EGRA assessment tools

  • Strong attention to detail, organization, communication skills

  • Strong written communications skills

  • Understanding of basic statistical and survey sample design concepts such as internal and external threats to validity, developing representative samples, and steps to control data quality

  • Strong experience with Microsoft Excel required, experience with statistical applications such as Stata or SPSS desired

Preferred:


  • Experience identifying and communicating, in human terms, the stories contained within complex data

  • Ability to communicate effectively in writing, orally, and through visual displays
