Eastern Time Dear Prospective Applicants: The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA), is seeking applications from qualified U.S. citizens to provide personal services as a USAR & UNDAC Unit Leader under a United States Personal Services Contract (USPSC), as described in the attached solicitation. DUTIES AND RESPONSIBILITIES
The U2 Leader will have the following duties and responsibilities:
• Serve as the office lead on OFDA activities, relationships, and responsibilities related to the UNDAC and INSARAG systems;
• Act as the OFDA liaison to the UN OCHA for these systems;
• Serve as the office lead and representative coordinating OFDA’s participation in UNDAC and INSARAG events, exercises, and trainings;
• Maintain awareness and support management of roster for US UNDAC team members;
• Lead response system management for activations of US UNDAC team members;
• Lead the team in coordinating OFDA contribution to UNDAC equipment cache;
• Maintain awareness and management of the Americas Support Team cache in support of and coordination with UNDAC deployments in the Americas region;
• Serve as principal point of contact between OFDA and other USG agencies involved with USAR response for departments and agencies not already served by another OFDA division, such as the U.S. Department of Homeland Security or FEMA;
• Conduct consultations with other USG agencies on behalf of OFDA to share information on USAR activities and capabilities, and to contribute to the establishment of coordinated agency priorities with respect to overseas disaster response;
• Facilitate USAR-related inter-agency preparedness and mitigation programs;
• Become certified as a Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) and serve in the AOR role for the USAR cooperative agreements; keep COR/AOR certification current with necessary training and professional development activities;
• Sign-up for and serve as needed, on Washington-based RMTs, which provides services and support to DARTs deployed in response to disasters. The duties on RMTs will be varied but may include serving as the Deputy Manager for Operations;
• As needed, serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time;
• Serve as the OFDA after-hours phone duty officer on a rotational basis, for approximately one week every six months; and
• Plan and carry out assignments. The USPSC is responsible for planning approach or methodology to be used in carrying out assignments.
EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, political science, disaster management, contingency planning, or a related field) and seven (7) years of progressively responsible experience working in emergency relief and humanitarian assistance.

Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, political science, disaster management, contingency planning, or a related field), and five (5) years of progressively responsible experience working in emergency relief and humanitarian assistance.

• Ability to obtain and maintain a Secret up to Top Secret level clearance as provided by USAID.

QUALITY RANKING FACTORS (QRFs)
(Used to determine the competitive ranking of qualified applicants in comparison to other applicants. The factors are listed in priority order from highest to least.)
QRF #1 Experience leading a team in operational and challenging humanitarian or rescue contexts. Demonstrated ability to effectively transform operational experience into policy, training, guidance, agreements, or best practices documents in a technical field.
QRF #2 Knowledge of urban search and rescue operations, especially within the international humanitarian context. Experience explaining procedures, priorities, and processes to other stakeholders with less technical knowledge and also representing organizational equities during urban search and rescue discussions in relevant international forums, such as International Search and Rescue Advisory Group (INSARAG).
QRF #3 Knowledge of the UN Disaster Assessment and Coordination (UNDAC) System,
including its systems, goals, and membership. Demonstrated experience of how you have interacted in that community or applied related technical knowledge and awareness to your work.
QRF #4 Demonstrated knowledge of the humanitarian assistance community, culture, and objectives, in particular the UN humanitarian community; and sensitivity to the associated technical and political issues. Demonstrated experience operating effectively in this community, both in the field and at headquarters level; experience representing organizations and communicating effectively within this community at international forums.
QRF #5 Familiarity with governmental (local, state, federal) contracting processes and regulations, and how to operate effectively therein.
BASIS OF RATING: Applicants who meet the Education/Experience requirements and Selection Factors will be further evaluated based on scoring of the QRF responses. Those applicants determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
