****The Position****
The Union is seeking qualified candidates for the position of ****Deputy Director, Data for Health Initiative (D4HI) – CRVS Improvement Program****. The position will be based in New York. Applicants must have a valid work permit for New York.
****Background****:
Beginning in February 2015, The Union North America, in partnership with other global public health organizations, is implementing a two-year program to improve civil registration and vital statistics (CRVS) in 20 countries and municipalities in Africa, Latin America, Asia, and the Pacific. The CRVS Improvement Program is a major component of a wider initiative aiming to enhance public health data capacity in low- and middle-income countries. The goal of the initiative is to ensure that hundreds of millions more people live in countries where data are used to steer public policy and program decisions. The CRVS Improvement Program will involve country engagement, assessment, and intervention phases. The interventions include improving the registration of births and deaths, improving the quality of cause of death assignment at hospitals, and ascertaining likely causes of death in countries or cities where most deaths occur at home.
****Overall Role****:
As a member of the Project Implementation Team, the Deputy Director (DD) will work under the supervision of the Director, supporting the Director’s oversight of the technical implementation of the entire Initiative. The DD will work collaboratively with Technical Advisory Group (TAG) members, ensuring they receive the support they require to plan and manage country and city programs of work. In addition, the DD will have significant progress monitoring responsibilities for the initiative across all 20 countries, and will backstop the Director’s management of UNA Program Officers as needed. The DD will also communicate frequently with national or local government representatives leading program implementation. International travel will be required.
****Specific Duties****:
- Serve as part of an Implementation Management Team. Team with Director and TAG members to manage deployment of resources (staff time, money, material) required to complete work plans
- Support Program Officers in revision and adjustment of work plans as needed in response to changing local conditions.
- Own and update master project planning document
- Daily interaction with UNA Program Officers and implementation team members to ensure execution of work plans according to schedule
- Participate in recruitment of embedded staff in 17 countries
- Work with Director to develop and lead implementation of Progress Monitoring System for the CRVS Improvement Initiative
- Assist in drafting regular progress reports to donor, including monthly one-page updates, in coordination with the implementation team.
- Participate in other UNA activities as needed
****Requirements****:
- Master’s degree or equivalent in public health or public administration
- At least 5 years’ experience in management of complex international development projects, ideally with strong data and information or M&E components
- Strong proficiency in use of MS Project, Excel and Word
- Excellent interpersonal and communication skills
- Ability to work independently and occasionally to self-direct
- Patience and adaptability to change
- Willingness and ability to travel internationally
- Project Management certification and proficiency in languages in addition to English desirable
