The Global Health Supply Chain (GH Rx) project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Systems Strengthening Manager serves as the main point for systems strengthening issues related to HIV/AIDS, malaria, or population and reproductive health. The Transaction Procurement Specialist leads development of acquisition strategies that incorporate demand, spend, and logistics components into supplier contracts that enable flexibility, on-time delivery, and quality at lowest cost.

Your contribution
You will be responsible for managing transactional procurement processes based on country requisitions/needs, leveraging the long-term globally pooled contracts established by commodity councils.
- Ensures that procurement and logistics processes support appropriate delivery schedules.
- Partner with countries to understand requisitions/needs
- Understands customer needs, particularly at the country level.
- In collaboration with country offices, tracks movement of shipments from supplier to destination.
- Liaises with Quality Assurance Team, Buyers and other team members to ensure that health products meet appropriate quality standards.
- Provides short term technical assistance and/or capacity building to field offices, as necessary.
What are we looking for?
The basics
- Minimum 3 years of procurement, supply chain, and/or technically relevant work experience.
- Bachelor’s degree or equivalent work experience.
- Solid understanding of USAID and other Federal Acquisition Rules.
- CIPS, CPSM, or other relevant procurement certification required.
- Experience living or working in developing countries preferred.
- Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
- Strong knowledge of MS Office applications.
- Ability to work both independently and as part of a team.
- Demonstrated integrity, independent thinking, judgment, and respect for others.
- Foreign language fluency desired.
