United States of America: Civil Society Innovation Initiative STTA


Background:
The Civil Society Innovation Initiative (CSII) goal is to support the startup and operationalization of regional innovation hubs in 6 regions globally: Latin America and the Caribbean (LAC), Middle East and North Africa (MENA), Africa, South Asia (SA), Central Asia (CA), and East Asia and Pacific (EAP). From these regions, a small group of participants are expected to emerge as champions of the CSİI idea at their own initiative; and engage with and recruit other organizations in their region to collaboratively establish a regional Civil Society Innovations Hub. The champions are expected to proactively reach out to donors, Counterpart and CIVICUS to receive technical assistance that will help them design their own concept of an innovative Civil Society hub and to broaden the conversation in their regions. The hubs will be presenting their proposals (also known as “pitches”) during International Civil Society Week (ICSW) in Bogota Colombia in April 2016.
Counterpart will be providing customized support to each hub based on their area of need and interest and will simultaneously build a global architecture of resources, platforms, and STTA to enhance networking and knowledge sharing among civil society champions and other key stakeholders across all regions. By the end of CSİI, hubs will have access to a variety of toolkits, focusing on topics such as leadership, social innovation modeling, and hub set-up, as well as an online platform to house resources and to facilitate networking. This platform will serve as the virtual backbone of the CSİI system, allowing technical expertise and other resources to penetrate closed or closing spaces.
Program Objectives and Technical Requirements:
To provide Short Term Technical Assistance in 1) designing a strategy for network support and a framework for network development; 2) creating assessment and planning tools for network development; 3) the development of a toolkit in support of building the capacity of each of the regional networks.
As needed and as requested the consultant will work together with Counterpart to tailor existing tools or create new ones for network use. Further the consultant may be asked to provide technical assistance to the hubs in adapting and utilizing the tools making it more relevant to their regional context.
Deliverables/Milestones
Phase I (complete by April 30, 2016)
1) Strategy. Coordinate with the CSII team and other Counterpart teams on the strategy for CSII support to networks.
2) Framework. Create a framework that will serve as the core shell for organizing the network toolkit.
Phase II (June 30, 2016)
1) Assessment Tool. Build out the framework with measurable indicators similar to Counterpart’s OD model and builds in lessons learned from network development.
2) Desk Review Report and Recommendations. Coordinate with Counterpart to identify existing tools that can be adapted and those tools that need to be created to support the strategy outlined in #1 above.
3) Toolkit. In accordance with the Desk Review Report, and reflecting the priorities and preferences stated by the Network Hubs, develop the toolkit to support the strategy and align with the framework for Network support.
Phase III (on going as needed)
Direct and Indirect Support to Networks. As needed and as negotiated, provide mentoring, training, or direct technical assistance to network hubs or support to consultants who will work with the hubs. Specific tasks and phases of work may vary based on how much of the toolkit stems from newly designed tools or existing tools that are redesigned to adapt to the regional hubs. The consultant will work in close consultation with Counterpart International in developing an innovative toolkit. The Technical Assistance is expected to take place between April 4, 2016 and September 30, 2016.
