United States of America: Operations Manager


SUMMARY


The Operations Manager oversees all institutional policies and management services of the Lab. They include financial, procurement, information technology, overseas travel, security, human resources, and legal. This position reports to the Lab’s Vice President.


MAJOR DUTIES AND RESPONSIBILITIES


STRATEGY AND LEADERSHIP


  • Reinforce mission, goals, objectives, and staffing/resource needs

  • Provide technical guidance to team members on the conceptualization and development of PeaceTech project proposals.

  • Serve as a primary liaison between programmatic teams, leadership, and management services in all aspects of the Lab’s operation.

  • Develop the Lab’s culture of innovation, core values, and talent retention strategies.

FINANCIAL MANAGEMENT


  • Liaise with USIP’s management services team on financial and budgetary issues.

  • Develop budgets for proposals in coordination with staff.

  • Manage the financial system for the Lab.

  • Manage the Lab’s budgeting, accounting and auditing and ensure that it complies with necessary regulations.

  • Train and oversee staff who manage program-based finances.

  • Manage banking, credit, auditor, and CPA vendors.

  • Manage payroll and benefits administration.

CONTRACT MANAGEMENT


  • Review and execute all programmatic contracts to ensure quality, manage contract compliance, implementation and closeout.

  • Develop contracts for vendors that support the management services of the Lab.

  • Train and oversee staff who develop contracts for programs.

  • Review terms of all external contracts or agreements.

INFORMATION TECHNOLOGY


  • Procure technologies that support the organization’s operations.

  • Work with Lab staff to ensure IT suits their needs, update or change IT systems when required.

OVERSEAS TRAVEL AND SECURITY


  • Work with Lab leadership and USIP to ensure compliance with existing policies, and develop new policies where necessary.

HUMAN RESOURCES


  • Manage performance evaluation system for Lab staff.

  • Develop personnel policies and procedures.

  • Conduct recruitment, hiring, and new-employee orientations.

LEGAL


  • Oversee tax requirements for the Lab, including maintaining Federal and State tax exemption status for the Lab.

  • Maintain insurance policies for the Lab.

  • Determine and/or negotiate indirect cost rates.

  • Maintain necessary trademark registrations for the Lab.

  • Monitor and implement applicable human resource federal and state requirements.

QUALIFICATIONS


  • Bachelor’s degree in a related field required

  • Five (5) to seven (7) years related experience.

  • Managing internal systems and personnel, including finance, contracts, IT, and human resources.

  • Knowledge of the field of peacebuilding, development or social change, and strong grounding in technology in any or all of the fields preferred

  • Strong writing and interpersonal skills

  • Strong organization skills and ability to multitask on a fast-moving team

  • Strong administrative skills, word processing abilities, and attention to detail
