United States of America: Public Health Informatics Institute (PHII) Senior Associate Director, Programs/Senior Informatics Analyst


Directs the strategic planning, development, and implementation of a program. Serves as a liaison and key spokesperson to various committees and organizations. Responds to inquiries and assists in promoting the program. Assists with policy formulation, strategy development, and the management of daily operations. May collaborate with representatives from private, government, and international agencies. Conducts research, designs new initiatives, and writes publishable articles and papers. May supervise staff.


BACKGROUND:


The Public Health Informatics Institute (the Institute) is a program of the Task Force for Global Health, a 501(c)3 non-profit organization. Our staff is comprised of professionals in the areas of public health, healthcare, information systems and communications—all well-versed in the current and emerging issues facing public health. The Institute is known for its expertise as a neutral convener of public health professionals and their stakeholders, transforming health practitioners’ ability to apply information effectively in order to improve health outcomes worldwide. This position provides informatics and policy analysis expertise to a number of Institute projects, either as Project Director or as a member of a project team. The incumbent will work with a variety of public health stakeholders, including local and state health department staff, the public health professional associations. The position requires strong analytic skills, critical thinking, excellent written and oral communication skills, and the ability to create a sound plan for achieving strategic or programmatic goals.


PRIMARY RESPONSIBILITIES:


● Leads and participates on teams to produce products, services and tools that support improved informatics practice for public health practitioners.


● Identifies themes, trends and principles that emerge from multiple discrete situations and synthesize them into practical tools and products for public health practitioners.


● Conducts analysis of health informatics issues and prepares written summary documents.


● Utilizes analytic skills to translate programmatic objectives into activities, establish measures and define data elements for analysis.


● Works with stakeholders to design, implement and/or evaluate informatics products, projects and strategies to effectively address priority public health needs.


● Takes initiative in identifying informatics needs and opportunities, and in proposing innovative solutions.


● May provide leadership, support, and supervisory oversight to direct report.


● Facilitates groups to achieve programmatic objectives.


● Stays current with public health informatics knowledge and skills, especially in the areas of system integration, system interoperability, and health information exchange between healthcare entities and public health agencies.


● Proposes approaches to evaluating the design and/or implementation of public health information systems.


● Develops and disseminates work product from assigned areas of responsibility to national stakeholders through formal reports, peer-reviewed journal articles, and at scientific conferences.


● Participates in international, national and domestic scientific conferences and other relevant meetings as a speaker, facilitator or discussant.


● Serves as a liaison to various groups and other organizations.


● Writes grant proposals, and prepare and present reports to funding organizations and to clients.


● Participates fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by management.


TRAVEL – 10-20% domestic or international travel required.


MINIMUM QUALIFICATIONS:


Bachelor’s degree in a field related to the program and seven years of professional experience related to the public health, health care and/or informatics and program/project management experience, OR equivalent combination of experience, education, and training. Master’s degree preferred.


PREFERRED QUALIFICATIONS:


● Master’s degree in health or public health informatics, epidemiology, or health policy or related areas of study.


● Three years experience in public health informatics


● Proven ability to apply informatics knowledge to a wide variety of public health programmatic areas


● Strong analytical and problem-solving skills


● Demonstrated excellence in communication and group facilitation skills


● Experience developing grant proposals


● Previous experience managing others
