United States of America: OTI Human Resources Specialist - Washington, DC (Multiple Positions)


The Office of Transition Initiatives Human Resources Specialist is a full-time Personal Services Contract (PSC) position at the GS-11/12 equivalent levels and located in Washington, D.C. Introduction


This is a key position in an exciting and busy office that responds rapidly to crisis situations overseas. For DCHA/OTI to implement its rapid response strategy, it is essential that DCHA/OTI personnel receive prompt support. The incumbent must maintain a high level of confidentiality, attention to detail, proficient writing ability and demonstrate excellent customer service skills. The incumbent must possess the ability to maintain flexibility in a fast-paced dynamic environment while managing sensitive staffing issues, competing priorities and meeting aggressive deadlines. Providing knowledgeable, rapid response using standard operating procedures and making recommendations for improvements or innovations to increase effectiveness and efficiency is critical to successful implementation of OTI’s programs and fulfillment of OTI’s mandate.


DUTIES AND RESPONSIBILITIES


At the GS-11 Level:



  • Provide advice and guidance to the office on agency and federal procurement policy and guidelines as it relates to U.S. Personal Services Contractors (USPSCs), maintaining and regularly updating OTI’s USPSC Handbook;




  • Ensure that procedures for employee relations matters are followed, such as the proper and timely completion of performance evaluations by supervisors, the development of annual employee work objectives, job requirements and individual development plans;




  • Perform market value analyses and justifications for positions, monitor and evaluate the effectiveness of recruitment and onboarding processes, and provide recommendations to the HR Team Leader, redesigning personnel policies as necessary;




  • Assist in the design and implementation of personnel-related committees and special projects across the office, as necessary;




  • Develop and maintain electronic and hardcopy personnel filing systems, ensuring that files are complete, accurate, up to date, and kept confidential;




  • Assist with the management of a complex portfolio of USPSCs. Process contract actions in the agency’s Global Acquisition and Assistance System (GLAAS), monitor funding levels, and review contract budgets and modifications;




  • Perform contract and benefits overviews with new hires, and administer employee benefit programs for USPSC Washington, field-based, and surge support staff;




  • Manage the recognition awards program and initiate or support activities related to employee morale-building and other retention and incentive-building activities;




  • Work closely with the support contractor to ensure that staff hiring and support actions are completed in a timely manner, and in compliance with office and agency regulations. Prepare documentation for necessary hiring memos and clearances, new hire security clearance investigations, as well as current employee revalidation and security clearance upgrades;




  • Develop and maintain effective relationships with institutional contractors, implementing partners, and administrative support staff in other USAID offices sharing procedures and systems to review good administrative practices and seek out innovative ways of doing business to improve efficiency and effectiveness;




  • Collaborate with hiring managers to identify staffing needs, define responsibilities and required qualifications, and draft position descriptions for recruitment. Liaise with Senior Leadership to direct recruitment efforts in relation to office staffing priorities;




  • As needed, serve on short-term assignments with other USAID offices or bureaus in direct support of OTI programs. These placements shall not exceed three months;




  • Assist in the development of personnel resources and guidance documents, and work closely with the HR Assistants to maintain up-to-date policies and procedures on the OTI Knowledge Management website;




  • After an initial learning period, provide orientation, training, and mentoring for other HR Specialists and Assistants as required; communicate with supervisor to recognize good performance and communicate where performance needs to be improved;




  • Perform related duties as assigned by the supervisor to ensure the successful completion of country programs and operations.



At the GS-12 Level:

At a minimum, the applicant must have:


At the GS-11 level:


  • A Bachelor’s Degree with four (4) years of work experience;

OR


A High School Diploma with six (6) years of work experience;


AND


  • Two (2) years of experience in the field of human resources management, including recruitment, benefits/compensation, employee relations, performance management or strategic planning for a large organization with staff located in at least two locations;

At the GS-12 level:


  • A Bachelor’s Degree with five (5) years of work experience;

OR


A High School Diploma with Seven (7) years of work experience;


AND



  • Three (3) years of experience in the field of human resources management, including recruitment, benefits/compensation, employee relations, performance management or strategic planning for a large organization with staff located in at least two locations;




  • One (1) year of supervisory experience, including training, guiding and mentoring staff.
