We are seeking a D.C.-based Director of International Recruitment who will oversee the recruitment of international staff for proposals and active projects. In addition to recruiting, this position also supervises two recruiters and a recruitment operations specialist.
Essential Responsibilities:
• Within the proposal process, ensure timely completion of all activities under the Recruitment Track of the proposal process either performed directly or through the supervision of recruiters. This position will collaborate with staff in PMI and other departments to ensure that recruitment activities are being completed:
o in a timely manner,
o according to internally defined standards and donor requirements,
o through each of the proposal stages of early positioning, reconnaissance, preparation, and submission.
• Complete recruitment documents and write narrative as required for proposals.
• Conduct active and proactive recruitment for proposals and current projects.
• Maintain recruitment contacts database and recruitment workflow system.
• Maintain relationships with staff and potential candidates for critical positions.
• Manage and coach recruiters to ensure timely and professional completion of recruitment activities, including the completion of documents and narrative required for proposals.
• Manage and support the recruitment operations specialist in negotiating compensation according to policy, and ensure all verifications are completed in a timely manner.
• Periodically assess the efficiency and effectiveness of the recruitment process through performance analytics, staff feedback, and changing donor trends.
• Represent the organization at recruitment fairs and other functions where potential candidates are located.
• Perform any other duties as assigned to ensure timely and professional submission of proposals.
• Supervise and develop international recruitment staff.
Minimum Qualifications:
• Bachelor’s degree in in business, economics, agriculture, international relations, or other related field.
• A minimum of six years of relevant recruitment and management experience with at least four years in international recruitment.
• Experience in recruiting for USAID-funded proposals or projects, and for other donors.
• Ability to write coherently and persuasively.
• Proven organizational skills, with the ability to undertake multiple tasks under tight deadlines.
• Demonstrated ability to work in a self-directed, results-oriented environment at a fast pace.
• Able to work effectively with a team.
• Ability and willingness to travel to developing countries.
Preferred:
• Additional French and/or Spanish language skills.
• Demonstrated skill with CRM and SharePoint.
