To provide ongoing research and policy analysis to inform the external engagement and strategic direction of the campaign.
**Specific Responsibilities
**
Maintain overview of policy and research agenda as it relates to the campaign (25%)
- Maintain a detailed overview of the policy discussions at the WHO, the World Bank and among key donors and to follow processes such as WHO reform, the Global Health Security Agenda, the Sustainable Development Goals and others as they relate to the issues covered by the campaign.
- Provide guidance to the team in relation to the external engagement of the campaign.
- Maintain strong relationships with other key stakeholders in the field of infectious diseases, health systems strengthening.
Develop policy analysis, briefings and reports for public use (40%)
- Develop research proposals, contract and manage local researchers as and when required, to conduct primary research.
- Engage in secondary research.
- Produce reports, briefings and public statements that will be used to engage different audiences.
- Convene and maintain reference groups of experts to contribute to and/ or review any substantive publication and peer review.
- Draw on information and data from field operations of partner organizations to develop policy material.
- Produce updates to partners and the No More Epidemics networks as to progress and policy changes taking place relevant to the campaign.
- Coordinate conversations, roundtables, and activities across a number of industry groups, business sectors, and organizations that position MSH to key audiences.
Resource Generation (15%)
- Identify funding opportunities for research grants.
- Develop policy research grants as and when required.
- Identify opportunities for research funding in the context of existing USAID grants in relevant MSH programs.
External engagement (20%)
- Maintain a network of policy thinkers and researchers.
- Engage in substantive policy arenas so as to influence the agenda in line with the campaign objectives.
- Represent the campaign before relevant decision makers.
In collaboration with colleagues, engage at key events to promote specific policy positions and influence key stakeholders.
A postgraduate education in a field of study closely related to the assigned responsibilities is required.
- 7 years proven experience in policy related work in the area of global health, epidemic prevention or in the area of infectious diseases.
- Experience in working independently under consultative direction towards predetermined long range goals and objectives.
- Experience in building and managing relationships with decision makers and policy experts in the field of health, health and development and infectious diseases.
- A solid understanding of decision making processes in relation to global health and infectious diseases at the international and regional levels.
- Strong research and writing experience.
Preferred
- Education in international public health, international development, economics or related subjects.
- Experience representing organizations in policy related events and cultivating relationships that will drive a policy agenda forward.
Knowledge and Skills
- Deep understanding of the international health and global development landscape as it related to health and infectious diseases.
- Deep understanding of community needs, dynamics and relations as it relates to the issues covered by the campaign. Strong writing and communications skills.
Competencies
- Experience: 7 + years direct experience in research and policy analysis in the areas of global health, infectious diseases.
- Project management: Can effectively pull together multi stakeholder project teams to develop ToRs and contribute to policy and research reports.
- Networking and relationship building: Proven ability to develop and maintain networks of exerts in the relevant areas and to draw on these networks for support in moving a policy agenda forward.
- Excellent analytical and writing skills: Ability to process large amounts of complex information and draw out policy positions and build a case for change in a way that will be easily understandable to multiple audiences, particularly politicians and decision makers.
- Communications: Skilled in creating powerful, compelling written and oral communications for policy influencing. Ability to convey complex ideas through brief, simple materials. Experience and credibility when presenting materials to external audiences.
- Organization: Can effectively track policy influencing opportunities, manage data, and coordinate and mobilize staff resources to secure funding for specific projects as necessary.
- Collaboration: Effective at working with others to reach common goals and objectives.
