United States of America: Program Officer for Asia

The National Democratic Institute (NDI) seeks a program officer to provide support to democracy assistance programs in Asia. This position will assist in the planning, design, implementation and monitoring of democracy support programs with political parties, civic organizations and legislatures. This position’s portfolio will likely include programs in Pakistan and/or Korea.


The position is based in Washington, DC and available immediately, contingent on funding confirmation.


Primary Responsibilities:


? Under supervision and direction, researches, drafts and edits proposals, quarterly reports, memos, program updates and workplans, and assists in keeping NDI internal and external webpage postings current.
? Under supervision, drafts budgets and monitors program expenditures using Excel, Quicken, and other budget tracking tools.
? Provides administrative and logistical support to the Asia team in Washington DC and field offices, including the arrangement of travel and the organization of meetings and conferences, under close supervision of senior staff.
? Keeps track of program events in the field and in DC, and assists in organizing and maintaining digital and paper files of related documentation and training materials. Compiles briefing materials and assists in preparing and supporting staff and consultants traveling to the field.
? Liaises regularly with field staff to obtain programmatic and administrative information.
? Monitors political events in assigned countries and provides written and oral updates to senior staff as needed. Attends and records meetings and other events to keep up to date on team, region, and partner­related developments.
? Backs up other team members? acts as a liaison between the assigned country team/s and NDI’s administrative and functional teams.
? Fulfills other duties as assigned.Required Skills and Experience:


? Minimum of four years’ experience in democracy assistance, international development, community organizing, political campaigns or legislative affairs? or four years’ experience drafting proposals, workplans, and reports for development programs.
? Graduate degree in international affairs, political science or a related field strongly preferred.
? Excellent oral and written communication skills to effectively present information, respond to questions, and prepare written reports in a professional and timely manner.
? Basic knowledge of program management, monitoring and evaluation.
? High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel and the general public.
? Knowledge of accounting and budgeting procedures. Experience in developing budget estimates and tracking routine expenditures.
? Capacity to work both independently and as a member of a team.
? High degree of organization, initiative and attention to detail.
? Ability and willingness to travel to regional locations.
? Interest in and knowledge of regional political environment and people.
? Ability to analyze political developments in relevant regions, especially as they relate to program objectives.
? Ability to independently prioritize and manage multiple tasks simultaneously, solve problems, and meet deadlines.
? Ability to build and maintain professional relationships, including with overseas counterparts.
? Working knowledge of Google applications such as Gmail, Docs, Sheets, Windows environment, and spreadsheets.
? Language proficiency in a regional language a plus.
