The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA), is seeking applications from qualified U.S. citizens to provide personal services as an USAR/UNDAC Field Coordinator under a United States Personal Services Contract (USPSC), as described in the attached solicitation.

DUTIES AND RESPONSIBILITIES
The U2 Field Coordinator will support the following activities. He/she will be assisted with this portfolio by occasional additional part-time staff.
· Support OFDA activities and responsibilities related to the UNDAC and INSARAG systems;
- Support coordination of OFDA participation in UNDAC and INSARAG;
- Serve as an OFDA liaison to UN OCHA for these systems;
- Provide support and maintain awareness of the roster for U.S. UNDAC team members;
- Provide technical guidance and response system management for activations of U.S. UNDAC team members;
- Support coordination of OFDA contribution to UNDAC equipment cache;
Provide support to the management of the Americas Support Team cache in support of and coordination with UNDAC deployments in the Americas region;
Serve as a liaison between OFDA and other USG agencies involved with international USAR response for departments and agencies not already served by another OFDA division, such as the U.S. Department of Homeland Security (DHS) or Federal Emergency Management Agency (FEMA);
Consult with other USG agencies on behalf of OFDA to share information on USAR activities and capabilities, and to contribute to the establishment of coordinated agency priorities with respect to overseas disaster response;
Facilitate USAR-related inter-agency preparedness and mitigation programs;
Complete COR/AOR certification and serve in the AOR or alternate AOR role for the USAR cooperative agreements;
Maintain COR/AOR certification through regular trainings and professional development activities;
Sign-up for and serve as needed, on Washington-based RMTs, that provides services and support to DARTs deployed in response to disasters. The duties on RMTs will be varied but may include serving as the Deputy Manager for Operations;
- Serve as the OFDA after-hours phone duty officer on a rotational basis, for approximately one week every six months;
As needed, serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time;
The USPSC is responsible for planning and carrying out assignments. The USPSC is responsible for planning approach or methodology to be used in carrying out assignments.
EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

At least nine (9) years of relevant experience working in government, an international organization, a non-governmental organization, or a business setting, or combination thereof, three years (3) of which should be in disaster response management.
OR
Bachelor’s degree with significant study in or pertinent to a specialized field (including, but not limited to, public administration, international relations/development, humanitarian response) and at least seven (7) years of relevant experience working in government, an international organization, a non-governmental organization, or a business setting, two years (2) of which should be in disaster response management.
OR
Master’s degree with significant study in or pertinent to a specialized field (including, but not limited to, public administration, international relations/development, humanitarian response) and at least five (5) years of relevant experience working in government, an international organization, a non-governmental organization, or a business setting, two years (2) of which should be in disaster response management.

QUALITY RANKING FACTORS (QRFs)
(Used to determine the competitive ranking of qualified applicants in comparison to other applicants. The factors are listed in priority order from highest to least.)
QRF #1 Demonstrated knowledge of the humanitarian assistance community, culture, and objectives, in particular the UN humanitarian community; and sensitivity to the associated technical and political issues. Demonstrated experience operating effectively in this community, both in the field and at headquarters level; experience representing organizations and communicating effectively within this community at international forums;
QRF #2 Knowledge of urban search and rescue operations, especially within the international humanitarian context. Experience explaining procedures, priorities, and processes to other stakeholders with less technical knowledge, and also representing organizational equities during urban search and rescue discussions in relevant international forums, INSARAG;
QRF #3 Knowledge of the UNDAC System,
including its systems, goals, and membership and demonstrated example of how you have applied this knowledge in operational environments; and
QRF #4 Familiarity with governmental (local, state, federal) contracting processes and regulations, and how to operate effectively therein.
BASIS OF RATING: Applicants who meet the Education/Experience requirements and Selection Factors will be further evaluated based on scoring of the QRF responses. Those applicants determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
Applicants are required to address each of the QRFs in a separate document describing specifically and accurately what experience, training, and/or education they have received as it pertains to each factor.
