Assistant Director, Policies, Procedures & Special Projects job - Metropolitan Transportation Authority - Manhattan, NY

The incumbent will be accountable to assist the Director Compensation, Policies, Procedures, & Special Projects in the creation, maintenance, update, and communication of all Human Resource Policies and Procedures as well as appropriate MTA-HQ All-Agency policies. The incumbent will be involved in short and long term special projects covering all facets of Human Resources, including the administration of compensation programs, for MTA-HQ as designated by the Director.

Responsibilities


o Accountable for the development and administration of MTA-HQ and All-Agency policies and procedures, assuring they are clear, recorded, and up to date and will provide communication of those policies and procedures to all appropriate parties.

o Organize information and feedback from the Agencies relative to MTA-HQ and All-Agency policies, draft changes to such All-Agency policies, review and obtain approval from the appropriate parties, and re-distribute the updated policy information.

o Review of such policies, research on usage and interpretation and development of recommendations, performing re-writes, obtaining approvals and preparing and distributing via effective communication vehicles on the changes.

o Assist in general communications of HR practices by coordinating educational forums, developing communication of Human Resource programs, overseeing the maintenance and publication of key information publications such as the employee handbook and related items.

o Consolidate, computerize, and update/eliminate all Human Resources related forms as required in order to facilitate various transactions by and for employees and develop methods to make forms more effective and efficient.

o Work on various new, short, and long-term projects in a variety of capacities, including the administration of compensation programs, as the Director Compensation, Policies, Procedures, & Special Projects designates.

o Assist with the Internal Control¿s function for the Human Resources Division.

o Assist the Director Compensation, Policies, Procedures, & Special Projects in the development of the HR department budget, and administer said budget throughout the year.

o Performs other duties as required by the Director Compensation, Policies, Procedures, & Special Projects in order to assure the smooth business operation of the Agency and the attainment of the Agency¿s goals.


Qualifications


o Knowledge of Compensation.

o Experience overseeing or working with budgets.

o Strong computer skills including Word, Excel, PowerPoint, Outlook, Adobe Acrobat Professional and databases.

o PeopleSoft experience highly desirable.

o Strong communication, presentation, coordination, negotiating, organizational, interpersonal, and leadership capabilities with the proven ability to build effective partnerships.

o Ability to create consensus among groups.

o Must possess proven, effective leadership, management, problem solving, planning, and decision making skills with creative abilities to identify and resolve related issues and find solutions.

o Ability to establish preventative measures for future occurrence.

o Must possess analytical and judgment skills.

o Ability to work independently and in a fast-paced, challenging environment.

o Must be able to handle multiple, diverse activities simultaneously.

o Must be a seasoned HR professional with a high degree of professional integrity and discretion.


Education and Experience


o A Bachelors Degree (or equivalent in progressively responsible experience). Law Degree preferred.

o Approximately ten years previous Human Resources experience, five years of which must have been at a management level or an equivalent combination of Human Resources and Policy/Law experience.

o Prior experience and background in policy and procedure development required. Experience in Compensation desirable.

o HRCI certification desirable.

o As an employee of MTA Headquarters you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $90,020.00 (this figure is subject to change) per year or if the position is designated as a policy maker.
