SUMMARY:
The Senior Manager, Grants and Contracts, is responsible for working with the Director of Grants, Contracts & Compliance (GC&C) in providing cradle-to-grave award (grants and contracts) management and oversight of Counterpart’s award portfolio in order to mitigate risk and ensure compliance with donor and Counterpart rules and regulations. The Senior Manager will work with proposal teams to review technical and cost proposals during proposal development stage, to ensure contractual, budgetary and regulatory compliance; manage a portfolio of prime awards and work closely with HQ and field office program staff to provide guidance, regulation interpretation; and advise on any award implementation issues that have contractual or business-related implications and provide options and recommendations to successfully mitigate risk and resolve the issue(s). The Senior Manager will also work closely with the Director to develop and/or update policies, procedures, templates, manuals and other resources; and provide ongoing training in various areas of award management, grant management, rules and regulations and other areas in order to enhance program staff GC&C knowledge.
DUTIES AND RESPONSIBILITIES:
• Provide cradle to grave awards (grants and contracts) management in administering USAID, USG and other donor grants, cooperative agreements and contracts;
• As part of the proposal development team, participate in the proposal development process through attending meetings, reviewing RFAs/RFPs and identifying any contractual or regulatory issues that may impact the opportunity, reviewing technical and cost proposals for contractual, budgetary, organizational and regulatory compliance;
• Manage a portfolio of prime awards and service as GC&C point of contact, working closely with the HQ and field office program staff, ensure smooth implementation of awards by providing guidance, regulation interpretation and advising on any award implementation issues that have contractual or business-related implications, providing options and recommendations to successfully mitigate risk and resolve the issue(s);
• Provide sub-award and sub-grant management support, guidance and oversight to ensure successful sub-award management and implementation of sub-award programs;
• Work with program staff and Finance on new award start up and implementation, provide applicable contractual and regulatory resources to assist program staff with new award start up, negotiate and finalize any partner sub-awards under the prime award, manage the sub-award relationship with partners, in close consultation with program staff;
• Provide Counterpart and donor policy, procedures, rules and regulations interpretation and guidance;
• Responsible for working with program staff on any issues related to modifications of the prime awards in assigned portfolio; and for reviewing and clearing all prime award modifications prior to signature;
• Work with home office and field office program staff and Finance on audit and award closeout issues;
• Work with program staff and Finance in ensuring cost share applicability and compliance with cost share regulations, and provide any necessary guidance and training;
• Supervise GC&C staff as assigned;
• Provide ongoing HQ and field training in various areas of award management and administration, grant management, Counterpart and donor rules and regulations and other areas in order to enhance program staff GC&C knowledge;
• Work closely with Director to develop and/or update policies, procedures, templates, manuals and other resources;
• Work closely with Director and Finance team to develop and maintain an award management system;
• Share responsibility in the development and maintenance of the GC&C intranet site; and
• Other duties as assigned, including backstopping in Director’s absence.


Requirements


• Bachelor’s degree or higher
• Minimum of 10 years of relevant and progressive experience in USG and USAID grants and contracts management and administration
• Hands-on experience with and knowledge of USAID and other donor rules and regulations
• Hands-on experience in budget development, review and management
• Outstanding critical thinking and problem solving skills
• Advanced spreadsheet and database skills; knowledge of other software Microsoft Office applications (Word, Excel, PowerPoint, etc.)
• Demonstrated excellence in verbal and written communications skills
• Ability to work in multi-cultural and multi-lingual settings.
• Ability to multi-task and work under pressure with outstanding attention to detail.
• Ability to travel overseas to provide short-term technical and administrative support, as needed
• Strong inter-personal skills.
• English fluency required; Strong language skills in French, Spanish, Russian, Arabic, Dari or Pashto highly desirable.
