Serves as Business & Human Resources Administrator for the District acting for & on behalf of the Director of the Department of Transportation & the District Deputy Director; Directly supervises staff (e.g. provides developmental opportunities, coaches staff to foster development, job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provide feedback, etc.). Reviews and approves goals and objectives proposed by staff. Meets with staff to discuss/evaluate project priorities and progress towards short and long term goals. Utilize quality principles and initiatives as part of routine operations; Performs office work directly related to the management and/or general business operations of ODOT, exercising independent judgment and discretion pertaining to matters of significance, such as: administers all activities for the Business & Human Resources area (e.g., Facilities, Finance, Personnel, Training, Safety, Labor, Data Systems Management) to ensure proper and efficient management practices are followed; establishes strategic operating plan that incorporates anticipated technological and regulatory changes; identifies short and long term goals for Business and Human Resources area consistent with those of the District and the mission of the Department; develops and implement policies and procedures of Business and Human Resources area; responsible for efficient allocation of all area resources (e.g., staff utilization, budget allocation, proper application of technology and equipment); establishes management operating procedures to monitor Business and Human Resources work process and assess cost effectiveness of programs; regularly meets with section supervisor to discuss established project priorities and section progress towards short and long term goals; directly supervises section supervisors (e.g., provides developmental opportunities, coaches staff to foster development, evaluates performance, approves section staffing levels, recommends discipline).

Establishes quality standards and measures conformance by developing information systems which provides data depicting performance; ensures that information monitored complies with Department performance standards; utilizes quality initiatives as part of routine operations; through meetings, correspondence and reports keeps upper management informed of the status of activities in the Business and Human Resources area.


Ensures staff remains abreast of technological and regulatory changes and applies knowledge to work place; ensures staff receives training in new procedures, skill and utilization of tools (e.g., personal computers, software packages, equipment); ensures Business and Human Resources staff is empowered to make decisions and execute assignments; responsible for effective and proper utilization of staff consistent with contract, laws and policies; accountable for safety practices and for ensuring safety of staff.


Informs staff of activities in the Business and Human Resources area; through internal communication and regular meetings updates staff on policy changes, area/department activities to foster team spirit; represents Business and Human Resources area, District or Department at meetings and seminars with local, county and federal officials, engineers, consultants and general public pertaining to Business and Human Resources activities.

This position is overtime exempt based on FLSA standards.
