The Program Sciences and Technical Support department supports the full research-to-practice spectrum, including:
- Designing operational studies
- Strengthening monitoring and evaluation
- Supporting scale-up of effective health interventions
Job Summary / Responsibilities:
The Director, Program Sciences and Technical Support provides scientific and technical leadership to strengthen and expand the scope, and ensure the quality of the organization’s scientific and technical work in developing countries. The position requires the well-developed ability to lead and mentor technical staff in various locations, win new business and oversee large budgets in line with the organization’s strategic priorities, mission, goals and objectives. The Director leads and develops the network of staff based in the US and internationally who provide technical assistance and quality oversight to programs and projects comprising the company’s global portfolio.
- Assesses and prioritizes new business opportunities for the company, including opportunities in conjunction with country and regional offices.
- Provides technical leadership and management oversight to the department and its component divisions.
- Leads and facilitates change to ensure the company adapts its scientific and technical capabilities with the evolving global health and development environment.
- Leads staff to develop and maintain an integrated and coordinated portfolio of technical support, research utilization, and research, monitoring and evaluation of the company’s strategic plans, goals and objectives.
- Develops and monitors departmental work plans, budgets, and coordination among departments and divisions within the department.
- Provides guidance to managers and ensures the quality and results of departmental research, research utilization, and technical support meet or exceed requirements.
- Represents the company at technical and scientific meetings and participates in technical discussions with sponsors, US government agencies, other organizations, and international governments in partner countries.
- Serves on committees and working groups both internal and external to the organization, as needed.
- Provides technical quality control and contributes to the technical design of proposals to strengthen business development opportunities.
- Ensures compliance with FHI 360 standard operating procedures (SOPs), government legislation and procedures, as well as all applicable national and international regulations.
Qualifications:
- Doctorate degree or its international equivalent in Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field.
- Requires 10+ years with program management experience in developing countries.
- Demonstrated experience in HIV, other infectious diseases, chronic diseases or related program science or research.
- Demonstrated experience with personnel management, grants, multi-sector project management and implementation.
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
- Must be able to read, write, and speak fluent English; fluent in host country language.
- Experience operating in insecure environments/ developing countries.
- Experience working in a non-governmental organization (NGO).
- Proven experience in business development and proposal writing.
- Certification in Program Sciences management, preferred.
