GHFP-II, led by the Public Health Institute (PHI), helps USAID address its immediate and emerging human capital needs by developing a diverse group of global health professionals to support and sustain the effectiveness of the Agency’s current and future health programs. Position Summary:


Reporting to the Performance and Career Development (PCD) Lead, the PCD Program Associate will support the implementation of performance and career development services for GHFP II participants and their onsite managers. This full-time position is expected to run through September 2016, subject to continued USAID funding.


Responsibilities:


Technical Support to the Performance and Career Development Team (50%)


  • Participate in weekly PCD team meetings to ensure coordination on key performance management processes (performance plans, annual evaluations, individual development plans, professional development requests, etc.).

  • Prepare detailed weekly reports for PCD team, with a high level of accuracy and attention to detail, to support timely, systematic completion of PCD actions in accordance with the GHFP-II performance management cycle.

  • Maintain and manage various PMAS division tracking spreadsheets and databases (Merit Increase Tracker, Alumni Spreadsheet, Participant Management System data) to ensure accurate tracking of participant evaluation dates, salary data, use of professional development funds etc.

  • Regularly prepare and send standard PCD communications (annual evaluations, merit increase notifications, memos to HR, recommitment letters, Alumni letters etc.) to participants on behalf of the PCD Lead/Coordinator(s) and ensure timely follow-up, as necessary.

  • Assist in the preparation of regular and ad hoc reports for program leadership, USAID and PHI.

  • Coordinate administrative management of Fellows’ Annual Performance Evaluations, Telecommuting Agreements and Extension Approvals between PCD team and PHI Human Resources so that documentation is complete and maintained in appropriate files.

  • Coordinate administration of Fellows’ 360 surveys for use in Annual Performance Evaluations.

  • Track and maintain Fellows’ individual professional development fund accounting.

  • Administer the reimbursement and direct payment processes for Fellows’ use of professional development funds.

  • Process and file performance-related documentation (performance plans, individual development plans, telework agreements, etc.).

Knowledge Management and Research Support (30%)


  • Maintain online database of technical training and professional development opportunities and resources for GHFP-II Participants.

  • Conduct research and catalogue technical and career development resources and training opportunities for PCD team use in supporting participants’ professional and career development.

  • Identify key accomplishments and developmental activities in participant performance plans, evaluations and individual development plans for inclusion in GHFP-II database and program communications.

  • Maintain and manage the PCD sections of the GHFP-II Website and Web Portal to ensure documents and policies are current.

  • Contribute to the development and maintenance of a PCD process manual.

  • Prepare regular reports and analysis of fellows’ individual professional development use.

Support to Division- and Project-wide Initiatives (10%)


  • Participate in Division team meetings and cross-Division working groups to ensure coordination of program wide processes and policies.

  • Assist with maintenance of GHFP-II’s social media presence and public website content.

  • Participate in GHFP-II outreach activities as requested.

Direct Support to Foreign Service National (FSN) Fellows (10%)


  • Coordinate pre-departure and travel logistics for FSN fellows

  • Provide guidance to FSNs on GHFP-II travel and reimbursement processes

  • Prepare and process travel claims and reimbursements on behalf of FSN fellows

  • Participate in monthly meetings with USAID and GHFP-II to plan for new FSN fellowships
