United States of America: Program Operations Specialist



The incumbent will be assigned to Food for Peace (FFP’s) Program Operations Division (POD), which is responsible for commodity procurement and management, logistics, and programmatic budget reviews for the office. The Program Operations Specialist is primarily responsible for program cost estimates and supply chain management of in-kind food aid.


The incumbent will have demonstrated the ability to perform analytical work associated with operational and program activities. The necessary analytical skills require the ability to prepare supply chain tracking and briefing materials, write reports, and understand pertinent statistical, accounting, budget, and informational technology principles in order to establish, review, and administer commodity and transportation procurements for the World Food Program (WFP), other Public International Organizations (PIOs), PVOs, and cooperatives.


The incumbent coordinates with other FFP Divisions, FFP senior management, M/OAA/T, other relevant stakeholders. The incumbent represents the Program Operations Division on multi-functional teams with responsibility primarily for program cost estimates and supply chain management of emergency food aid.


A. Core Duties and Responsibilities


  • Assisting with commodity and ocean freight procurement

  • Calculating estimates on the total cost of proposed contributions

  • Reviewing program budgets, logistics plans and award documentation

  • Pre-positioning inventory coordination and oversight

  • Assessing and ensuring compliance with host country import requirements

  • Addressing commodity packaging and markings issues

  • Providing guidance to FFP staff on operational procedures

  • Using and providing support to FFP staff and stakeholders on relevant IT systems

  • Representing FFP on operational issues and coordinating with stakeholders
