United States of America: Public Information Officer (Content Editor), P3


This is a temporary job opening, open to internal as well as external candidates. Duration of need: through 31 December 2016. Estimated Start Date: As soon as possible.


This post is located in the Strategic Communications Branch of the Office for the Coordination of Humanitarian Affairs (OCHA), Public Advocacy and Campaigns Section, Content Creation Unit. The Content Editor reports to the Head of Unit.


Responsibilities


Within delegated authority and depending on location, the Public Information Officer may be responsible for the following duties: • Ensures digital coverage to publicize priority issues and/or major events, including drafting editorial content, strategies, coordinating efforts among OCHA’s main digital platforms, monitoring consistency in public messaging, taking appropriate follow-up action, and analyzing the outcome. • Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses. • Undertakes activities to promote digital coverage (e.g. coverage of relevant press conferences, senior officials interviews and other special activities stories, articles, etc.) of priority issues and/or major events, to include development of an editorial content calendar, initiating pro-active outreach efforts to other parts of OCHA and the humanitarian community proposing innovative content coverage, disseminating materials and consulting with the substantive focal point on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage. • Produces or oversees production of a specific type or types of content (e.g. blogs, web stories, multi-media products or other information communications products feature articles, speeches, backgrounders, multi media materials, , etc.), undertaking research, determining appropriate and innovative distribution channels and defining target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy. • Prepares, on the basis of official UN guidelines and other sources, drafts of articles or stories for inclusion in OCHA’s corporate sites . • Initiates and sustains professional relationships with key constituencies and provides training on content and writing as needed. • Assist in the management and implementation of content and strategy for OCHA’s public facing advocacy community. • Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries and provides training and editorial assistance as needed. • Provides guidance to, and may supervise, more junior staff.


Education: Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience : A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration, digital media or related area. Experience in writing/editing about humanitarian issues is required. Experience writing for digital media is required. Experience with online community mobilization is desirable.


Languages : For the post advertised, fluency in English (verbal and written) is required. Knowledge of another official UN language is an advantage.
