Pact seeks Regional Fund Officers for the Office of the Global AIDS Coordinator and Global Health Diplomacy (OGAC) funded DREAMS Innovation Challenge. The DREAMS Innovation Challenge serves as a subcomponent of the larger DREAMS (Determined, Resilient, Empowered, AIDS-Free, Mentored, Safe) partnership between the US Government, other donors and the private sector aimed at reducing new HIV infections in adolescent girls and young women, ages 15 to 24 over two years. The Challenge is designed to infuse new thinking into these efforts and will fund innovative ideas outside of the evidence-informed, traditional interventions of the DREAMS core package, with high potential for positive outcomes. The Funds Manager will disburse, manage, monitor OGAC funds for the DREAMS Innovation Challenge, as well as provide overall program support to the execution of the Challenge, including capacity building of sub-grantees and overall program management. Challenge grantees will be based in Kenya, Lesotho, Malawi, Mozambique, South Africa, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
Position Purpose
Reporting to the Deputy Director, Funds Management, the Regional Fund Officers for the Funds Manager for DREAMS Innovation Challenge will provide day-to-day oversight, and monitoring or grantees receiving funding under the Challenge mechanism.
Key Responsibilities
Specific Duties and Responsibilities:
•Conduct pre-award assessments of sub awardees.
•Create Draft Award Agreements for sub awardees.
•Lead training and mentoring in financial management and budget planning for sub awardees.
•Provide remote and in-person support to grantees following award to help them deliver their objectives, including frequent monitoring visits to partner sites.
•Collect, review and submit grantee-generated data for monthly and quarterly financial and programmatic reporting.
•Ensure individual grantee compliance with U.S. government guidelines.
•Verify and authorize all claims, ensuring that funds are claimed in accordance with agreed budgets.
•Support the development of budget amendments when required.
•Check and verify annual expenditure reports for all sub-grants against annual programmatic reports and in accordance with the terms of grant agreements.
•Support monitoring and evaluation of grantees against project objectives, as required.
•Frequent regional/international travel.
Basic Requirements
Required Qualifications:
•Bachelors’ Degree in Business, Financial Management, International Development, Development Policy or related field preferred.
•At least 5 years’ experience in grant management on US Government funded projects in DREAMS countries.
•Legally able to work in one or more of the DREAMS countries.
•Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions.
•Financial management, compliance, procurement and due diligence experience.
•Excellent communication and relationship management skills.
•Strong financial and operational management experience with proven management skills.
•Demonstrated knowledge of USG policies, procedures and regulations.
•Oral and Written fluency in English.
Preferred Qualifications
• Oral and written fluency in Swahili, Portuguese.
• Previous experience implementing challenge or innovation funds.
