The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Regional Manager will serve as a liaison between country programs manager, task order leaders, and several country offices. The Regional Manager will be responsible for aligning technical approaches and backstopping, administrative support, and progress and financial reporting for each task order.

  • Supervises the field-based country office directors for countries in her/his assigned region.

  • Guides technical development and implementation of annual work plans and budgets that reflect the priorities of USAID, the ministry of health, and other stakeholders in country.

  • Guides technical development, update, and implementation of performance monitoring plans that encompass in-country and project-wide performance measures.

  • Approves all work plans and performance management plans for country programs before implementation.

  • Serves as the main point of contact in headquarters for USAID Missions in the field in her/his assigned region.

  • As required, participate in meetings with USAID/Washington.

  • Ensure that country offices receive relevant global health and task order-specific information coming from USAID/Washington.

  • Maintains strong and positive working relationships with clients and partners within the assigned region, including USAID and local governments.

  • Ensures that positive and productive working relations and regular communication are maintained within the field office(s) and between the field and home offices.

  • Identifies and develops regional strategic alliances and opportunities for scale up to improve efficiencies, such as consolidating procurements and pooling technical assistance resources.

  • Liaises with country offices to ensure the smooth flow of information/data to and from PSM’s global strategies for knowledge management and monitoring and evaluation as well as the cross fertilization of tools and best practices among countries.

  • Works closely with task order directors, task order health system strengthening managers, task order procurement and logistics managers and project management directors to ensure information is captured, easily accessible, and appropriately disseminated, discussed, and used among a diverse array of field office and home office stakeholders.

  • Where appropriate, works with the Systems Strengthening Director to adapt key supply chain methodologies for use in country programs, including ISO 9001, Lean Six Sigma, SCOR, Commodity Councils, and 4PL.

  • Ensures that activities included in grants and subcontracts provided through the local partners fund are technically sound and adequately monitored for performance.

  • Reviews technical inputs of budgets to ensure they meet programmatic needs and client expectations.

  • Collaborates closely with project management unit (PMU) director responsible for overseeing operational systems, monitoring budgets, adherence to operational policies, compliance with donor regulations and risk assessment.

  • Coordinates with PMU director to ensure programmatic implementation is on schedule and consistent with the quality standards set forth by the technical team.

The basics


  • Advanced degree in public health or management-related discipline required.

  • Minimum 10 years of experience in international development, pharmaceutical supply chain management, or health program; experience with HIV/AIDS, family planning, and/or malaria programs preferred.

  • Ability to create efficiencies and lead operational transformation in large, complex, global public health programs.

  • Ability to work with U.S. and foreign governments and cooperating partners in implementing complex programs.

  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills.

  • Demonstrated leadership, versatility, and integrity.

  • Fluency in written and spoken English and French required.

  • Demonstrated ability to communicate clearly and concisely both orally and in writing.

  • Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries.

  • References will be required.

  • Must be authorized to work in the United States.
